Scope of Public Policy
The North Carolina AfterSchool Coalition (NCASC) continues to grow and advocate for quality out-of-school opportunities for children and youth. Quality after school programs can provide safe, engaging environments that motivate and inspire learning outside of the regular school day. While there is no single formula for success in after school programs, both practitioners and researchers have found that effective programs combine academic, enrichment, cultural, and recreational activities to guide learning and engage children and youth in wholesome activities.

NCASC recognizes the important role of out-of-school programs in the pursuit of excellence in education. Due to high accountability standards for school age children and youth, the role of out-of-school programs becomes even more important to provide extended learning opportunities in relaxed environments conducive to learning. These programs can provide children and youth, ages five to eighteen years, with safe, supervised, structured time. Children and youth do not necessarily need tutorial programs as a whole, but opportunities for expanded learning, that build upon the instruction that is received during the school day.
