Board of Directors Meeting
February 4, 2005

Board Members Present: Sam Alfano, Al Turnbull, Alan Cavaletto, Phebe Mansur, Doug Winter, Tami Mason, Marc Bradley, Lori Roper, Laura Funkhouser, Thom Myall, and Ken Knight.  Bonnie Freeman was also in attendance. 
10 Call to order – Sam
11Sam called the meeting to order at 7:00 am at the Pacifica Suites.
12Sam introduced guest Kelly Meehan, who is supporting Ken as a UCSB Intern.  She is working on the shoreline preservation project. 20-Secretary’s Report - Doug
21 The January minutes were approved as written by the Board.
30- Presidents Report – Sam
31-Ken described the Board Café Newsletter which is published monthly on the internet.  Ken asked the Board if they were able to access it and if so what did they think.  Sam has accessed the Newsletter but has not read it.  Doug signed up for email but has not accessed it.
32- The Annual Banquet date has been changed from May 21 to May 14 as the Holiday Inn is already booked for May 21. 
321 The Holiday Inn will continue to not charge GVB for the room. 
322 The Holiday Inn is also providing a two night free stay as an auction item. 
323 Larry Crandell will MC the event again.
324 Yes Marc, desert will be provided this year instead of complimentary wine at each table.
325- Lori reported that the Silent Auction has a goal of $3,000.  She has a contact list of about 250 organizations which provided merchandise and services last year.  A letter, requesting donations, needs to go out to these organizations ASAP.
40- Treasury Report –Tami
41Tami distributed her reports by email prior to the meeting.
42- Membership renewal levels continues to be an issue.
43 A delay in reimbursement on some grants is also an issue.
44-Doug suggested that, in the future a small fee, such as $10.00 should be charged attendees of the Workshop.
  45- The Treasury Report was approved as presented by the Board.
50 -Membership – Lori
51- Lori thanked David, Phebe, Laura and Bonnie for their hard work in making follow up calls.  The Committee is working on completing all calls. 
511 -As of the end or January, 214 members have renewed. 
512- Non-renewing members from last year amounted to 191.
  513 -The membership campaign realized $9,500 for membership renewals.  The goal was $12,500 for the end of January.
514 -Benefactor donors have given $3,900 against a goal of $5,500 for the end of January.
515 -Honor Tree memberships were $1,300 which exceeds the budget expectation by about $600.
52 -Sam reported that a letter has been sent to The Gas Company requesting a donation of $500.
53 -Ken reported that he is still getting feedback on the membership survey.  Preliminary results show a very different result from that of 3 years ago. 
531- Most people support tree planting and urban forestry. 
532 Education is a strong secondary interest. 
533 -Interest in beautification awards came in last in the survey.  The significance of this is that the people who are donors are not from the beautification awardees population.
60 -Business Committee – Marc
61-The February award will go to Walgreen’s Drug Store
62 -   The Storke Ranch development, maintained by Kitson, will be the March recipient. 
63 -  Ken reported the Mayor of Goleta has nominated the Airport Plaza for an award.
70 Neighborhood Committee – Bonnie
71   The February winner is the residence of Chris Messner at 349 Princeton.  The home is landscaped in drought tolerant plants with lots of color.
72 - The March recipient is the home of Aavo and Fran Koort at 1075 N. Patterson Ave.  This home has been landscaped as a Firescape.
80 - Education Committee – Al and Bonnie
81 -  The La Patera Elementary School has established raised garden plots for each classroom. 
82 - Ken reported that there are 73 people signed up for the Workshop.  There are people coming from as far away as Cal Davis.  Cal Poly is sending an entire class.  UCSB is sending local Interns.
83 - Bonnie reported that she is coordinating with Dos Pueblos HS for a campus cleanup on April 23rd.
90 Government – Ken The City of Goleta prop 12 planting are stopped for now until they allow GVB to take the next step.  The City needs to send a letter to the residents of streets targeted for street tree planting.  This letter would survey them for their tree preference with a predetermined selection.  GVB has provided The City with a draft letter as well as recommended trees and streets.  Ken has notified The City that the grant probably cannot be completed before it expires in 2006 due to the time table.
10  Web Site – Thom
101 No changes in the hit rate for visits to the web site.
102 The Fundit link is not working.
11 - Wells Fargo Signs – Thom drove the circuit, with the exception of the signs on San Marcos Rd which are inaccessible due to road closures.
111 - The signs in the Santa Barbara/Goleta area are all standing.
112 - Two signs in the Santa Ynez Valley are down.  Wells Fargo will need to provide funds before repairs can be initiated.  Sam is trying to contact Greg White of Wells Fargo about funding.
12 - Urban Forestry – Ken
121 - GVB has received 8 to 10 honor tree requests.
13 - Executive Directors Report – Ken
131 - Ken reported that the truck broke down and had to be towed to Graham Chevrolet.  Ken will need to use his personal truck until the GVB truck is repaired.
132 - GVB will send a letter to the schools reminding them that GVB can help support their Arbor Day activities.
133 = The Advisory Council is again scheduled for March 16th.  Ken will assemble a packet of information for the Advisory Council.  Edison needs to be contacted to reserve their conference room.
14  Fundraising – Ken
141 The Grant Index, a one page summary of grant activity written in EXCEL, has been released to the Board.  Some members of the Board were unable to download the index as they were on Macs or did not have EXCEL software.  There is about $250,000 in grant activity.
1411 GVB is pursuing a NUCFAC grant for $25,000. 
1412 GVB is pursuing a grant in connection with the Los Carneros Interchange planting.  The Governor has removed the funding for this grant at this time.
142 Kelly Meehan, a UCSB Intern, is writing a grant application for City funding ($2,500) of a Winchester Canyon Entryway Project.  Kelly reported that GVB should be planting in September for the Day of Caring.  The plan is to plant 25 Coast Live Oaks and 100 shrubs.  This project will require no road closures.  The primary problems are water source and view corridor issues.
15  New Items – Sam
151 Bonnie reported that she has joined a Santa Barbara group and is promoting their participation in our Tree Tour event on June 26th and to join GVB.
152 The City plans to host an Arbor Day planting event at Girsh Park on March 4th.
153  Home Depot will provide 20 employees with pay to help repair the Devereugh green house on February 26th.

  1- Sam called the meeting to order at 7:00 am at the Pacifica Suites
2 - Secretary’s Report - Doug -The February minutes were approved as written by the Board.
3 - Presidents Report – Sam
31 - Ken recommended that the Board review the self assessment survey in the Board Café on the internet as we will be performing this task in June
32 - On Saturday, April 9 the Awards Committee will meet to select the category winners in preparation for the Awards Banquet on May 14.  Ken suggested that GVB run an article in the Valley Voice requesting nominations for winners in the various categories and to advertise the upcoming banquet.  The Board agreed to this action
33 - The Advisory Council is scheduled to meet from 12:00 to 1:00 at the Edison Company conference room.  Ken suggested that GVB request the Advisory Council to sign a “letter of support” to the Goleta City Council regarding qualifying for Tree City of USA status
34 - Tim Mahoney, of The Gas Co. gave a check for $500 to GVB
35 - Sam sent a letter to Wells Fargo requesting $2,500 for sign maintenance and $1,500 for publication of new sign tour maps
36 - Marc and Lori reported that letters have gone out requesting donations for the silent auction.  Some donations are starting to come in

4 - Treasury Report –Tami
41 - Tami distributed her reports by email prior to the meeting
42 - Tami reported that there is a shortfall which could affect our performance to budget at year end.  There are three things that need to happen prior to July 31, 05
421 - GVB needs to enroll 57 new members at $35 each
422 - Three additional benefactors are needed at $1,000 each
423 - GVB needs five businesses to advertise on the side of the GVB truck at $1,000 each
43 - Ken mentioned that 7 new members have joined since the first week of March
44 - Ken mentioned that in addition to the water in the truck transmission, which has been repaired, water was also discovered in the differential as well.  The oil has been replaced in the differential with no apparent damage evident.  Repair and towing costs are now at about $4,500.  This expense was not budgeted for
45 - The treasury report was approved by the Board as written

5.Membership – Lori
51- Lori thanked David, Phebe, Laura and Bonnie for their hard work in making follow up calls.  The Committee is working on completing all calls
52 - Dave reported that he reached about 40% of the people on his call list.  He found that the people whom he talked to were positive toward GVB
53 - Merlyn agreed to call new members with a “welcome call”

60 Business Committee – Marc
61-The Storke Ranch development, maintained by Kitson, will be the March recipient
  62- The April choice for an award is the Airport Plaza on Fairview Avenue.  Because Marc and Lori will be on vacation, someone is needed to transport the GVB sign from Storke Ranch to the Airport Plaza.  Paula Purcell, at Berment Development, must be contacted to determine where the sign is to be placed at the Airport Plaza.  Ken offered to make the contact

70 -Neighborhood Committee – Marc for Bonnie
71 -The March recipient is the home of Aavo and Fran Koort at 1075 N. Patterson Ave.  This home has been landscaped as a Firescape
72 -The April recipient is the home of Vicky Collins and Bill Ringer at 5371 Agana
73 - Bonnie had asked Marc to present a special case to the Board for their consideration.  Bonnie located a property whose backyard was visible to the adjacent public open space and was very attractive.  The front yard was unattractive and the house was up for sale.  The Board felt that an award should not be given in this case due to too many extenuating circumstances
74 - Marc presented for Bonnie, a public housing property located on Kellogg in “Old Town” for Board consideration.  Ken felt that since it was public housing property, it was the same situation as the Storke Ranch Development and therefore belonged in the realm of the Business Committee.  Ken finalized his comment saying that this housing complex has some individually distinct landscaping.  If they have not already been recognized, an award may be appropriate under the residential category

80 Education Committee – Al
81 - Al presented poster boards showing garden plots at the La Patera and Isla Vista Elementary Schools.  He pointed out that the La Patera gardens were more structured while the gardens at Isla Vista are more natural and free form.  Isla Vista has requested some help with a tool storage facility
82 - Ken reported that today is California Arbor day.  There will be a tree planting at Girsh Park today.  There will be a presentation at La Patera Elementary School later this month.  In April there will be a presentation at Isla Vista Elementary School.

90 - Government – Ken
91 - The native tree guidelines have been dropped from the County Board of Supervisors agenda.  It is not known as to when it will be rescheduled

100 - Web Site – Thom Nothing to report.

110 - Urban Forestry – Ken
111 - GVB honor tree requests are up, however we are having difficulty in planting them in a timely fashion

120- Executive Directors Report – Ken
121- Jim Downing has requested that GVB analyze the concept of a new library for the western end of Goleta.  Sam suggested that we hold this request for additional information
122 - Ken has submitted a letter of Interest to the Burnett Foundation requesting a donation to offset truck repair expenses

  1 -Call to order – Sam
11 - Sam called the meeting to order at 7:00 am at the Pacifica Suites.
  12 - Sam introduced two guests:
121 - Linda Hill helped support the GVB awards banquet silent auction.
122 - Alan Scholl a good friend of Sam, former Toastmaster and a former Park Ranger.

2 Secretary’s Report - Doug
21 - The May minutes were approved as written by the Board.
22- Doug asked if everyone was receiving the minutes sent by email.  All acknowledged that they were receiving the minutes.

3- Presidents Report – Sam
31- Ken explained the value of receiving and reading the Board Café which is accessed online.  The Board Café is a relatively painless way of fulfilling continuing education requirement for Board Members.  Doug mentioned that he has been reading the Board Café and found it helpful.
32- Sam mentioned that there was an article in the News-Press “Out And About” section introducing Scott Bull as a new GVB Board Member.
33- Sam said that he has received seven Annual Board of Directors Self Assessment/Executive Director Assessments reports which were due June 1st.  Sam said that he will extend the due date to June 10th and the results will be summarized at the July Board meeting.  Sam mentioned that the success of the banquet shows how well the Board Members work together.  Sam mentioned that his view of the Executive Director’s contribution to GVB was exemplified by the Presidential Citation which Sam presented to Ken at the banquet.
34- Ken emphasized the importance of the newly updated GVB calendar which was released with the agenda for this meeting. 
341- Ken mentioned that the Executive Committee meeting has been rescheduled to Wednesday, June 15th.
342 - Ken emphasized the importance of each Board Member reviewing the calendar and notifying him of schedule conflicts i.e. vacations.
343 - Ken said that the October Board meeting has been rescheduled to September 30th due to a conflict with the Urban Forestry Council meeting in Lompoc which he would like to see attended by Board Members.
35 - Sam and Laura have been meeting together to facilitate a smooth transition of the Presidency on July 1st.

4 - Treasury Report – Ken for Tami
41 - Tami distributed her reports by email prior to the meeting.
42 - Ken and Lori reviewed the financial results of the banquet and silent auction.
421 - The banquet broke even with expenses equaling income.
422 - The silent auction earned $4072 for GVB per Lori.
423 - Solicited donations currently are about $2,000 with an additional $700 outstanding.
424 - Currently the banquet/silent auction/solicitation has earned GVB $6,482 against an expense budget of $3,000.
  425 - Ken reported that 26 new members were added in May as a result of the banquet.
43 - Financially, GVB still needs about $5,500 to balance the annual budget.  Santa Barbara Foundation has chosen to decline our request for a $4,500 emergency grant to cover unbudgeted truck maintenance.
44 - GVB has two remaining fundraising activities in this fiscal year ending July 31st.
441 - The Heritage Tree Tour will be held on June 26.
442 - On the 4th of July GVB will sell various beverages and popcorn at Girsh Park.

5 - Membership – Lori   Ken is considering applying for a Hutton foundation Grant, which would allow us to placing an ad in the Independent promoting GVB membership.  This approach would be in lieu of sending out a mass mailing as done earlier this year.

6 - Awards Committee – Sam for Bonnie
61 - The June Residential Award goes to the home of Jeff and Karen Thomsen at 458 Merida Dr., Goleta.  The July Residential Award will go to the home of Larry and Sandy Larson at 233 Ancona Ave. in Goleta.
62 - Sam said that a consideration is to drop the monthly schedule for the Residential and Business Awards.  Awards would be given on an “as found basis” which would relieve the stress of meeting a monthly schedule due to time available and weather considerations.
63 - Ken suggested that GVB could open up all 12 award categories to an “as found basis” and completely abandon the calendar scheduled approach. 
631- Doug commented that on the “good” side of the suggestion, GVB will develop better qualified candidates as we are not forced to find something to meet a schedule.  The danger though, is that GVB must be careful that the award categories due not “fall thru the cracks” and we find in May that we have few award candidates in some categories and non in others. 
632 - Ken responded that we are only as good as our nominating process.  GVB needs to do a better job of advertising the nominating process and forms.  Ken mentioned that Santa Barbara Beautiful runs an ad for 6 to 7 weeks promoting their various categories.  It is much easier to respond to a nomination rather than to search for candidates.
64 - Lori asked “what rule says that we can not name a past winner again”?  Many of these properties have changed ownership and/or landscape maintenance contractors.  Lori mentioned that Marc has sent out his nomination for June and July for Business award.
641 - The June award is for X Tech Systems at 360 Storke Rd., Goleta
642 - Marc is compiling historical information for the Business Committee to facilitate the smooth continuation of this activity by others.  He has gathered all the 65 - Dave asked if we should find our Residential and Business awardees on a quarterly schedule to insure that we have candidates for the award banquet.
66 - Ken mentioned that for now, Bonnie has agreed to continue to find Residential awardees on a monthly schedule.  The Business Committee needs to be reassigned as Marc is no longer working it.
67 - Laura mentioned that the 12 categories need more community support in the form of nominations.  Neighborhood, home owners associations and realtors should be tapped for nomination input.

7 - Education Committee – Ken for Al, Bonnie   Ken is working on a master plan for the Goleta School District.  This plan will identify 300 potential tree sites throughout the campuses of the District

8 - Government – Ken
81 - At the May 5th meeting of the City Council Members Cynthia Brock and Margaret O’Connell argued for getting items into the General Plan in support of Urban Forestry.  Ken has provided support to the Staff on this issue.  On June 15 Ken will attend the Council meeting where Urban Forestry in the general plan will be further discussed.
82 - Ken will give a presentation to the Shoreline Preservation Fund on June 8th at the UCSB West Campus Cliff House.  He will describe the process used for the tree plantings in the Isla Vista area.
83 - On July 11th Ken will update the City Council on our $25,000 grant from the National Urban and Community Forestry Advisory Council (NUCFAC) for identifying trees as capital assets.

  9- Heritage Tree Tour – Ken for Thom There will be a press release to help promote the tour.  This tour will be a half day event starting with lunch at the Witness Tree. 

10- Stage Coach Signs – Doug
101- Wells Fargo has awarded GVB a $2,500 unrestricted grant which can be used for sign maintenance and a possible brochure update.  Ken would like to spend $100 to update the brochures and provide them to Wells Fargo Bank for distribution to their customers.
  102 - Doug has replaced an order with Dave Benton, of Benton Signs, for the replacement of sign #35 located in Santa Ynez.  Dave indicated that the sign should be ready about July 10th.
103 - Doug discussed GVB’s outstanding debt with Benton Signs.  Dave said he would try and pull together the charges and get back with us.

11 Urban Forestry – Ken
111- Ken reported that the City is restarting the Prop 12 project.  They are sending out letters to citizens on various streets targeted for trees.  To date only 10 home owners have responded as to whether or not they want a tree and if so, which one.  Previous negative experiences with hardscape damage are causing some home owners to decline the offer of a street tree.  Ken mentioned that the minimum number of trees to do in a day would be 20 as we have to rent equipment to install root shields
.  112 - GVB received a $7,500 Capacity Grant from Cal Releaf for the next fiscal year.  This money will be spent in the area of volunteer coordination.
113 - Next fiscal year we will have the Winchester Canyon project.  Currently this project is unfunded.

12-Executive Directors Report – Ken
121- Ken asked for feedback on the newsletter.  Is it too long?  Is it covering topics of interest?
122-Ken said that perhaps we need to review the organization of the Board. 
123-Ken mentioned that he is the Chair of the Central Coast Region Urban Forest Council.  This is an advisory council to the State Department of Fire and Forestry.  Ken will discuss replicating our Workshop in other communities. 
124-The County is interested in developing organizations like GVB in the Orcutt and San Luis Obispo areas.
  125 -The text, “Trees of Santa Barbara” has been updated and is now available.

1  Call to order – Laura 11 Laura called the meeting to order at 7:00 am at the Pacifica Suites

3  Presidents Report – Laura
31Laura reported that the Executive Committee voted to approve Itai Shelem for Board membership  The Board then voted to approve Itai for membership in the GVB Board of Directors  The vote was unanimous
32  Lori is heading up the membership campaign again  Further details from Lori will be covered on agenda item 5
33 The October Board meeting will be scheduled for October 7th
34The final version of the Business Plan will be placed on the GVB website
35 Laura asked for comments concerning the Board Café newsletter  Ken mentioned that the major topic was “Transitioning of Your Executive Director”  Ken feels that it is a good idea for GVB to consider  Someone else needs to be able to step in if Ken is displaced for some reason  He recommends developing a volunteer/trainer who can take over in the field  This would free up Ken to write more grant applications and do office work  Laura mentioned that we need to strengthen the committee organization which will have the effect of decentralizing our tasks and relieving Ken of some work

36 Merlyn presented a Biltmore Stick which he fabricated  The Biltmore Stick is a useful field tool for estimating the height of trees and the width of their trunks
  361  Laura pointed out that the “Stick” could be given to GVB members, at certain levels, who renew their memberships
  362 Ken said that it is a great teaching tool for the schools
  363  Dave said that it was a great candidate for fabrication by a disabled person work shop

4 Treasury Report – Ken for Tami
41 Tami distributed her reports by email prior to the meeting
42 The budget was revised as follows:
421 The Gaviota Coast Conservancy has agreed to share their office space at the Non-Profit Support Center  GVB will use their desk and phone when they are not present  GVB will budget $125 per month ($1,500 per year) plus $600 for a phone line
  422 Raytheon has donated $500 to GVB
423  Lori Roper has donated $500 to GVB
424  Ken’s consulting income remains in the income budget  GVB liability insurance does not cover Ken’s work  Professional liability insurance, at $2,500 per year, is needed  Both Dave and Thom feel that Ken’s consulting should not be done under the GVB name as it carries too much of a liability  At Ken’s suggestion, this matter will be deferred to the next Executive Committee and Urban Forestry meetings
425  The budget balances at $104,588
426   Ken has engaged the services of a CPA to prepare GVB for the fiscal review

5 Membership – Lori   
51  On September 8th, Lori will host a membership kick off meeting at her house with the following attendees: Al Scholl, Itai, Phebe, Merlyn, Laura, Dave and Liz Hatch 
52  A campaign calendar has been developed  October 13th is the deadline for submitting copy to Phebe for materials production
  53 In January and February the mailings will be done  All phoning will cease with the end of February

6   Awards Committee – Bonnie
61 The Valley Voice will not publish our monthly awards for gratis  The Voice has offered to charge GVB a bargain rate of $3846 per month  This recurring expense needs to be covered in the GVB budget  The News-Press will publish our awards notice as a public service
62 The September Residential Award goes to the home of Ian and Susie Miller at 8312 Vereda Del Padre in Goleta
  63 Bonnie is concerned about how to finance media coverage of the Garden Tour

7  Education Committee – Al Turnbull
71 Ken is in the process of setting up a meeting with Kathleen Boomer, the new Superintendent of Schools
72There are about 100 species of trees that were listed in “The Trees of Santa Barbara” book that have now disappeared  Ken is trying to develop a project to try to find these missing species and reestablish them in Santa Barbara
73 Ken has been in touch with the Goleta Librarian Pam Bury about getting a grant to increase the number of books on trees

8 Government – Ken
81 We do not have an encroachment permit for the Winchester Canyon Entryway Project  Ken expect that it will be in hand momentarily  We have a project there on September 17th  A Project Coordinator for about 7 to 10 people is needed
9 Urban Forestry Committee - Thom
91 The Urban Forestry Committee met at Anna’s Bakery in the Camino Real Marketplace
911 Ken will be nominated to sit on the National Urban Committee Forestry Advisory Board
912  Shoreline Preservation Fund was discussed
913  The issue of Ken performing consulting services under the GVB name was discussed
914 Thom will manage the Heritage Tree Tour again in 2006
915 Thom will address the City concerning the importance of an Urban Forestry Plan within the General Plan
916 Alan Cavaletto has agreed to be the Honor Tree Coordinator
917  Alan Scholl will work with Devereux and their nursery
918 The Training and Urban Forestry Council workshop will be held on February 14th, 2006
919  Scott will be asked to coordinate volunteers and interns for urban forestry projects
92   The next meeting will be on September 8th from 7 am to 8 am at Anna’s Bakery  The meetings will normally be scheduled for the 2nd Thursday of each month
93   The committee is looking for a qualified operator of a ditch witch for tree shield installation

10  Stagecoach Signs - Doug
101 There are two signs that are missing  This will cost about $1,100 to fabricate the signs
102 Doug will meet with Wells Fargo to request $2,500 in support of sign maintenance
103  Brochures have been distributed to the Wells Fargo branches in Santa Ynez, Goleta and Santa Barbara  The managers were well pleased
