Goleta Valley Beautiful Board of Directors Meeting December 5, 2003
Board Members Present: Sam Alfano, Kathy Curtis, Doug Winter, Merlyn Cummings, Alan Cavaletto, Thom Myall, Phebe Mansur, Dan Condon, Ken Knight and guests Janet Gripp and Ellen Hamilton.
1. Call to order and Introduction of Guests - Sam
1.1. Sam called the meeting to order at 7:30 am at the Pacifica Suites.
1.2. No new guests were present.
2. Secretary's Report - Doug
2.1. The final version of the November minutes was approved as written.
3. Presidents Report- Sam
3.1. Sam announced that the Executive Board recommended the addition of Phebe Mansur and Dan Condon to the GVB Board of Directors. The Board approved the recommendation. Phebe and Dan are now our newest members to the Board.
3.2. Ken Knight has submitted the GVB tax forms for the previous fiscal year.
3.3. Sam has approached Home Depot for a donation of a storage shed for GVB field tools. Sam will continue to follow up the Home Depot on this.
Ken explained that GVB has vacated the storage location provided by the El
Camino Market Place. Currently GVB is using a cargo box provided by
Marborg. This box is free for the next 3 months; then a monthly rental
of $80, which is not budgeted, will be in effect.
3.4. Al Turnbull has graciously offered to cover the $1000 premium for Directors and Officers Insurance for this year. A card, expressing our gratitude,
is being prepared for Al.
3.5. Ken has submitted the National Tree Capacity Grant.
3.6. Ken reminded everyone that the holiday party was on 12/11 from 6 pm to 8 pm at the El Camino Cafe and to get their reservations and money in ASAP.
3.7. Ken has purchased a CD training course for Quick Books for Nonprofits.;
He is now using it.
3.8. Towbes Grant is fully committed and no additional funds are available
for GVB.
3.9. The Annual Banquet is scheduled for May 15, 04. Sam will make inquires
at the Holiday Inn and Timbers as possible locations.
3.10. The next Executive Board meeting will be held on 12/8 at the Crocodile
Bar and Restaurant from 12:30 to 1:30.
3.11. Harry Hagen has resigned as Treasurer and as a GVB Board Member, effective
December 12.
3.12. Ken reported that the California Urban Council and GVB are sponsoring
a daylong workshop on planting and maintenance of trees on 2/27.
3.13. A concert at the Lobero Theater was dedicated to Dan Condon. Ken
attended.
3.14. Ken wants to get coverage from the News-Press -Out and About-
column for each Board member to enhance public awareness. Board members
are requested to see Ken about getting a few sentences of background and their
photo.
3.15. The Board approved GVB membership in the Goleta Valley Historical Society
($50 membership approved by the Board) and the California Urban Forrest Council
($60 membership approved by the Board). This money is allocated in the
budget.
4. Treasury Report -Ken
4.1. Ken distributed the Balance Sheet, Profit and Loss Sheet and the Expenditures
for the previous month. ; Our balance is currently $6742. GVB is
about $2000 short. The Executive Board will discuss midyear corrections.
5. Membership- Kathy, Phebe, Laura Tami
5.1. Ken reported that 157 members have renewed. Phase 1, of the campaign was very successful.
5.2. Ken said that the phase 2 mailing to the remaining 50% of 93111 and the
93110 zip codes has started getting some returns.
5.3. The total amount raised currently from the membership campaign is $7500
with a goal of raising $14,000. Ken hopes to attract an additional 150
new members. The key to our success will be how many of the 250 current
members will renew their membership. The Membership Committee has done
a stellar job of attracting new members. The average donation from members
is $47.
6. Business Committee Ken and Janet
6.1. Maravilla will be considered for the January award.
6.2. Ken would like to have someone put together a display of all of the commercial
awardees over the past 30 years for the May banquet.
7. Neighborhood Committee Merlyn and Ellen
7.1. New GVB member Ellen Hamilton identified the December awardee and was
the liaison with the News-Press for publication of the award.
7.2. Ken would like to have someone put together a display of all of the residential
awardees over the past 30 years for the May banquet.
7.3. Ken mentioned that we need to be sensitive concerning with over use of
6 ft walls or fences enclosing the front of homes and with invasive plants
within the Valley.
8. Education Committee Ken for Al and Cherie
8.1. The County has submitted their paperwork for Tree City USA status last
week per Dan Condon.
8.2. The City of Goleta application for Tree City USA will be on the December
15th City Council agenda.
8.3. Al and Ken met with Ida Rickborn concerning Arbor Day in the schools.
Arbor Day will be celebrated in March. Al is also interested in promoting
school gardens.
9. Government Doug
9.1. Doug reported that he attended a GV Chamber of Commerce meeting on 11/11
where the Bishop Ranch conceptual development plan was presented. The
Bishop Ranch plans to develop 265 acres. The development plans for 1500
homes, 24-acre sports park, small shopping center, and possible school site.
Fifty percent of the land would be dedicated to parks and nature areas.
9.2. Doug attended a Design Review Board (DRB) meeting on 12/2. He presented
comments to the DRB on: Fairview Shopping Center trees at the NE corner, a
development planned for Cortona Drive and a development planned for a portion
of the Good Earth parking lot.
9.3. Doug attended a City Council meeting on 11/17. Sam presented the
GVB position Tree City USA membership for the City. Steve Wagner discussed
tree maintenance plans for the City, which has set an annual budget of $175,000
for this task.
10. Website Report - Thom
10.1. All GVB forms are now on the web site.
10.2. Ken is receiving some positive feedback on our web site. The Board
minutes are archived on the web site.
11. Urban Forestry Committee Thom and Alan
11.1. Girsh Park management has authorized GVB to plant honor trees on their
property. Girsh Park requires that on the honor plaque the Foundation
For Girsh Park be included. One problem is that some of the plastic
plaques are being damaged by machinery. Thom suggested that a concrete
plaque using a reverse mold would be worth looking at. Ken will have
comments on this issue for the next Board meeting.
11.2. Thom has agreed to organize the Heritage Tree Tour for this year.
11.3. It was agreed by the Board to continue are membership in the Fire Safe
Council.
12. Executive Directors Report Ken
12.1. Ken is trying to get a contract with the City to do tree maintenance
in the traffic medians. He is still waiting for answer from the City.
This project could extend to the Camino Real Market Place as well.
12.2. For the previous four months Ken has had an intern surveying vacant
tree locations within the City. These are potential tree planting opportunities.
13. Fundraising - Ken
13.1. The Santa Barbara Foundation Grant for the purchase of a truck is pending,
however Ken feels that we will get the grant. We need to start looking
at getting insurance for the truck.
13.2. The National Tree Trust Capacity Grant has been submitted and we will
find out about it in 2 months.
13.3. The Exchange Grant for $1000 has been submitted to California ReLeaf.
13.4. The Proposition 12 Grant contracts are still at the State level and
we cannot start planting without them.
13.5. The McCaw Grant letter needs to be sent in.
13.6. Wells Fargo and MidState Bank Grants have been submitted and we are
awaiting for notification.
13.7.The Executive Board will consider a research grant from the National
Urban Forrest Council for $25,000 to review the issue of how to consider trees
as a capital asset. This is a project for 2004.
13.8. Sam mentioned that the next meeting would normally fall on Jan 2.
It was agreed that the January meeting be moved to the 9th.

Merlyn Cummings has been a REALTOR since 1978 specializing in residential listing and sales. He has been on the Executive Board of Goleta Valley Beautiful since 1988 when he retired from teaching at Goleta Valley Junior High School. At GVHS he coordinated the Gifted and Talented Education (GATE) program and taught social studies. Merlyn was raised on a farm in Iowa, served during the Korean War, graduated from the University of Northern Iowa and the University of Iowa, taught in Cedar Rapids, and moved to Goleta Valley in 1965.
Merlyn serves on the Santa Barbara Board of association of Realty Professional
Standards Committee and is active in community activities. He welcomes all real estate inquires. And in his spare time, he builds miniature Goleta Lemon crates which are given to GVB Benefactors.
4. GVB News Tidbits
Intern/Community service opportunities- We will need several 30 to 40 hour per term interns to complete a vacant tree planting sites survey in the City of Goleta. We also need help with preparing for our 30th anniversary celebration in May 2004 by preparing displays of past GVB award winners. We could also use a person with a digital camera to develop a digital notebook of our present and proposed tree planting sites. We are also looking for a 30 hour project to clean and repair several hundred used Treegators during the rainy winter months.Finally, we need a product tester to help Marcia Field revise our products for the Goleta Lemon
Festival - we need someone handy in the kitchen to test recipes. Call 252-1952 for information.
Tree Planting Requests -We are working on tree planting requests from Marie Butcher, Francesca Cleyet, Paulette Ley, Joanne and Peter Logan, Michael T. Bennett, Helen and Robert McPherrin, Glenn Covean, Mimi Elder, Lee Ann Applebay, Glen Meyer, Lauren Gleason, Joan McClearan and Ron White. This may take another several months so please be patient. Within City of Goleta areas, GVB is working with City staff and the Design Review Board to develop a process that
will allow tree planting species to be decided and acted upon. Until we do, please let your tree planting desires made known to the appropriate government departments in addition to GVB. In the City of Goleta, send your requests to the Community Development Department, 6500 Hollister Ave Suite 120, Goleta CA 93117. In the unincorporated areas of the County, contact either the County Parks Department at 610 mission Canyon Rd., SB 93105-2911 or the Public Works Department at 123 East Anapamu St., SB 93101.You can mention that you would like to work with GVB in planting trees in public areas. Membership Campaign - Our 2004 membership campaign resulted in 240 new and renewing members so far. Over the next month, the membership committee composed of Kathy Curtis, Laura Funkhouser and Phebe Mansur will be contacting current members who have not yet renewed for 2004. Please note that you can now use your Visa or MasterCard for membership donations and use the form at the end of this newsletter.
Unincorporated Tree Planting Projects Underway, City Tree Planting Projects Under Review-California Department of Fire and Forestry officials have completed the administrative processing of grants awarded last June, so we have an active tree planting program underway in January. City of Goleta tree planting projects will be limited to the number of trees that the Design Review Board will be able to accommodate in their quarterly review cycle. We hope to meet with the Design Review Board on January 6 and work with individual homeowners so that we can start planting in February.
GVB Board Member changes - Tami Mason has assumed the role of GVB Treasurer after doing a stellar job with our Membership Committee.
The GVB Nominating Committee is looking for one candidate to serve on the Board of Directors through July 2004. Candidates should be familiar with the mission and goals of Goleta Valley Beautiful (see the end of thi Newsletter and be willing to provide policy direction for implementing these goals. Goleta Valley Beautiful is committed to a diverse representation of interests on the Board that reflects the Goleta Valley population. In Sympathy - Our sympathies to former Board Member Pat Corwin. Her husband Merlyn Corwin passed away on December 28. Services will be at 2 pm January 10 at the Welch-Ryce-Haider Chapel at 450 Ward Drive. Also, our condolences to the family of GVB member Rosemary Varga, who died unexpectedly last month. Rosemary had recently ordered a GVB Honor Tree for her 2 cats. We will proceed with planting the Honor Tree in accordance with her last wishes.
Free Tree offer for donor members and volunteers If you have a non-irrigated location with room for a Coast Live Oak or a Valley Oak, we have fre oaks in 2, 5 and 15 gallon container trees grown from native (Ellwood Canyon) acorns. The trees were provided courtesy of the Santa Barbara Farm Bureau. If your location is well-irrigated and you have the space for it, we also have several 15 gallon Coastal redwoods available free to a good home with first priority given to current Goleta Valley Beautiful donor members or volunteers who have offered their services in the past year. We also have a limited supply of Redbud and Cypress trees in 2 gallon
containers, and 1 15 gallon Deodar Cedar. Call 252-1952.

5. General Plan
Policies -GVB forwarded the following proposed City of Goleta Urban Forest
Policies and asked that they be considered for inclusion in the interim
and final General Plan policies. Let us know your comments.
1.Public trees
are recognized as an essential part of the City of Goleta public physical
infrastructure, and as such will receive equal consideration with other City
infrastructure systems (example, streets, sidewalks, utility systems, etc.)
to be identified in the Citys General plan framework.
2. The City Council
will establish programs to optimize the benefits derived from public trees
by ensuring the collective population of public trees will be effectively
managed that includes the following objectives:
a. Achieve an optimum degree of canopy cover to maximize the benefits from
the urban forest ecosystem, and to shade city streets to help mitigate the
urban island heat effect.
b.Provide mixed age tree population, adequate species diversity and an appropriate
mix of tree types (evergreen versus deciduous), in order to provide a diverse
forest ecosystem more able to adapt to changing environmental pressures such
as disease, pest infestation, etc.
c. Provide varied forms, textures, structure, flowering characteristics and
other esthetic benefits to enhance the types of public area and street environments
found in the City.
d.Contribute to and preserve the integrity of the native remnant forest both
within and adjacent to public areas.
e.Encourage and support neighborhood design and plantings of additional public
trees through a one-stop permitting process and providing for long-term maintenance
by the City.
f. Ensure the survival of newly planted trees, and encourage neighborhood
support of newly planted young tree maintenance.
g. Increase the dedicated airspace and dedicated root volume available for
public trees through review and revision of design standards, increased use
of permeable materials, and other such measures that would better accommodate
public trees.
h. Increase the awareness of the benefits of public trees through a citywide
education effort.
i. Recycle all green waste generated by the maintenance of public trees.
j. Utilize a computerized tree inventory management system to achieve the
aforementioned policies.
3. The public
trees of Goleta will be properly maintained and enhanced through policies
and programs that
a. Utilize consistent, approved state-of-the-art standards for the planting,
pruning, management, and removal of public trees.
b. Ensure that public agencies and private enterprises affecting public trees
operate with common goals and objectives.
c. Protect and provide for the necessary care of existing public trees.
d. Develop a sustainable urban forest management program through a public-private
partnership.;
6. Event results/Kudos
Santa Barbara
Foundation and Graham Chevrolet Provide GVB with 1-Ton Truck
The Santa Barbara
Foundation's Board of Trustees (Charles O. Slosser, President and CEO)
approved a grant of $7,000 to Goleta Valley Beautiful to purchase a used one-ton
truck. We are especially grateful to Program Officer Theresa Drews
for guiding us through the application process, and to the Santa Barbara Foundation's
Board of Trustees for supporting our objectives. GVB submitted
the grant in conjunction with Growing Solutions Restoration Education Institute,
another local nonprofit working on habitat restoration, growing native plants
and trees, and implementing enhancement efforts to clean up pollution from
our watersheds. The missions of our organizations complement each other,
so this is a natural fit. Growing solutions and GVB will share
the use of the truck, along with operating and maintenance costs. A
one ton truck is needed to haul trees and supplies, which also sometimes include
hauling trailers for watering trees.
While we had funds for buying a used truck, long time Goleta
Valley Beautiful supporter Dick Graham of Graham Chevrolet offered GVB
a used one ton Nissan box truck at $3,000 under the list price, plus
he covered all dealer costs, taxes and registration. Dick Graham made
it possible for us to secure a quality used vehicle as opposed to just a vehicle
that runs, and that makes a big difference.
The other partner in this collaborative effort is Camino
Real Marketplace. In addition to letting us put our storage shed on
their unused property at Camino Real Marketplace, we will also store our vehicle
there as well. We appreciate Mark Linehan's generosity and Mark Ingalls
for supporting Goleta Valley Beautiful. Thanks to all.
Goleta Council
Approves Tree City USA Award Application - Although the item was on the December
15 Goleta City Council consent calendar (i.e. items usually requiring no discussion),
someone challenged the 2003 Tree City USA Award application because it
included a phrase in the Arbor Day Proclamation (a standard format from the
National Arbor Day Foundation adopted by hundreds of communities) that,
"...trees, wherever they are planted, are a thing of joy and spiritual
renewal". The objection was that the trees planted on the north
side of Cathedral Oaks Road 'may' block her view of the mountains sometime
in the future and that didn't give her joy. Council passed the application
5-0.
Tree Care during December On December 13, Larry Chavez and 8 boys repotted small oak trees to larger containers and helped remove stakes and ties from selected trees along Los Carneros Road for 24 service hours. On December 20, John Nickels and 10 boys potted 20 Redbud and Bald Cypress trees from the National Arbor Day Foundation, and weeded and inserted time release fertilizer tablets on the Brisbane Box trees along Cathedral Oaks Road for 30 service hours.
And on December 28, Dan Hernandez and 11 boys inserted time release fertilizer
pellets along Cathedral Oaks and Los Carneros Road for 33 service hours.
We also restaked the trees along Los Carneros Road where we had previously
removed the ties and stakes. Apparently the root ball have not sufficiently
developed to hold the trees upright. We also replanted 8 oak trees in
Los Carneros Park lost to gophers, and one oak at Mathilda Park that may have
fallen victim to too much animal urine.
Holiday Party
A Success - Our annual Holiday Party at the Camino Real Cafe attracted
a throng of celebrants, including 35th District Candidate Pedro Nava, 3rd
District Supervisorial Candidate John Buttny, the Mayor (you know what City)
and two members of Council. With all that political correctness, the
grab bag gift exchange was a tasteful if restrained affair. Thanks to
our host Jemel, and Douglas and Debra Sharpe of Camino Real Cafe for
the pleasant meal and surroundings.
Where have all
the willows gone? -One of our more popular street trees, the Australian
Willow (Geijera parviflora) is generally not available for purchase from our nursery
suppliers. If anyone has some leads on a supply of good quality Australian
Willows within a couple hours drive, please let us know.
A roof over our
heads and a place to stay - The Borgatello brothers at Marborg have generously
provided Goleta Valley Beautiful with a storage container for 3 months while
we try to find storage sheds to keep our equipment and materials. Mark
Ingalls and the staff at Camino Real Marketplace have provided us with an
unused area to place our shed. We are appreciative to both while we
look for donation of a storage shed or sheds.
Graffiti on trees
- Thanks to Steve Ozab at Goleta Valley Paint for supplies to help us
remove spray paint on trees. It is a tricky process to remove and/or
cover it. Give us a call at 252-1952 if you spot any vandalized trees.
We would give
you the shirt off our back... but that would be excessive. Due
to the large number of new members, we have run out of our GVB polo shirts
that we use as gifts to donor members. We'll have a new supply in about
a month to take care of backorders.
GVB Website. Our
website, www.goletavalleybeautiful.org, changes each month. Thom Myall
will be adding City and South County Approved Street Tree lists. Please
check it out and let us know how we can improve it.

Board of Directors Meeting
January 9, 2004
Board Members Present: Sam Alfano, Kathy Curtis, Tami Mason, Al Turnbull, Cherie Welsh, Doug Winter, Merlyn Cummings, Ross Harris, Thom Myall, Phebe Mansur, Ken Knight and guests Janet Gripp and Ellen Hamilton.
1. Call to order and Introduction of Guests - Sam
1.1. Sam called the meeting to order at 7:30 am at the Pacifica Suites.
1.2. No new guests were present.
1.3. Merlyn distributed his lemon crates to each Board member. He described his manufacturing process involving ripping 2x4’s. Merlyn autographs each of his lemon crates. The crates are provided to those providing a donation of $250 or more.
2. Secretary’s Report - Doug
2.1. The final version of the December minutes was approved as written.
3. Presidents Report – Sam
3.1. Sam reviewed the proceedings of the December Executive Board meeting from the minutes provided by Doug. Please review the minutes of that meeting for content. The next Executive Board meeting will be held at MidState Bank on January 12 at 11:00 am. Doug is to distribute the Executive Board minutes, final version, to the Board.
3.2. Tami Mason has agreed to be the new GVB Treasurer.
3.3. Sam reported that he has no new developments in our search for a shed. Ken mentioned that he saw a shed display at COSTCO. Al Cavaletto will check with COSTCO to see if they would donate the floor display shed to GVB when there are through with it.
3.4. Sam has made a tentative agreement with the Holiday Inn to host our next Annual Banquet on May 15th.
3.5. Volunteers are needed to coordinate the silent auction for the Annual Banquet. Ken said that we need to start now with pursuing prizes for the auction.
3.6. Doug and Thom are to update the Wells Fargo sign brochure to improve sign location information and arrange for printing.
3.7. The Nonprofit Support Center has moved from Santa Barbara to Goleta and is now located in the four story building adjacent to the Exxon station on Hollister.
3.8. Ken presented a draft of the 2004 GVB calendar. Board members are to review the calendar for comments and corrections and get back to Ken.
4. Treasury Report –Tami
4.1. Tami distributed the Balance Sheet, Profit and Loss Variance Sheet for the period from August 03 thru December 03. Income is behind budget by $19,851.58 due mainly to delinquent receipt of grant funds, some of which are paid after expenditures. A shortfall in membership dues and special event profits has also contributed to the negative variance. Expense is also behind budget by $18,992.22. Spending on behalf of grants has been a contributor. The combined effect of the income and expense variances to budget tend to cancel each other out resulting in net income variance to budget of $-859.36. The Board approved the report as presented.
4.2. Doug was requested to write a “thankyou letter” to Dick Graham thanking him for his donation toward our purchase of a truck. Al Turnbull has generously presented GVB with a check for $900 to cover truck insurance provided by Tami Debroten, a GVB member. The truck will be stored at Camino Real Market Place across from fire station 11.
5. Membership – Kathy, Phebe
5.1. Phebe presented the new membership brochure to the Board.
5.2. Ken reported that the Phase 1 mailing to 93117 homes has broken even and that any new membership/donations are profit.
5.3. Ken reported that the Phase 2 mailing to 93111 and 93110 homes in the County is underway. He feels that these people are just as committed to GVB as the folks in 93117.
5.4. Kathy reported that all current members, who have not renewed their membership, will have been called by January 19th.
5.5. Phebe presented a draft of the “thankyou” post card to be sent to donators.
6. Business Committee – Janet
6.1. Maravilla is the recipient of the award for January. Janet reported that they expect to be completed with construction and sold out by February 05. Maravilla will also maintain the landscaping in the Calle Real median adjacent to their property.
6.2. Janet has agreed to continue on as the Chair for the Business Committee.
7.Neighborhood Committee – Ross
7.1.Ross reported that Neighborhood nominations are down some from past experience. He requested that Board members keep a pad and pencil in their cars as they drive about and note worth nominations.
7.2. The January nomination is the home of Jon Busch and Audrey Weiss at 7017 Armstrong.
8. Education Committee – Al and Cherie
8.1. Ken reported that the Young Tree Workshop would be conducted on February 27th. This is an all day workshop.
8.2. Al has been trying to initiate a discussion with San Marcos High School concerning a tree-planting project for Arbor Day.
9. Government – Doug
9.1. On Monday, January 5th Ken and Doug attended the City Council meeting
9.1.1. Design Review Board (DRB) bylaws and guidelines were discussed. Ken spoke to emphasize the importance of expanding the role of the Street Tree Subcommittee to include all trees in public spaces.
9.1.2. Ken also spoke concerning the DRB proposed award program, which is competitive with the GVB Neighborhood Award program.
9.1.3.The second major issue involved the future short term and long-term capital improvement projects for City parks and open spaces. Ken stressed the following points:
9.1.3.1.There is a need to identify performance measures of City park services.
9.1.3.2. The City Council needs to identify a process for public input.
9.1.3.3.That GVB recommends that urban forest management policies be followed when drafting park maintenances policies.
9.2. Doug and Ken attended a Design Review Board (DRB) meeting on January 6. Doug presented comments to the DRB on: Fairview Shopping Center trees at the NE corner. The NE corner will be anchored with a “skyline” tree (sycamore tree) as requested by Doug in a previous DRB meeting. He reviewed the landscape plan developed by a landscape architect and was favorably impressed with generous use of trees adjacent to the building and in the parking lot.
10. Website Report – Thom
10.1. Thom reported that we are averaging about 93 hits per month.
11. Urban Forestry Committee –Thom and Alan
11.1. Santa Barbara Air Bus has again offered to supply a bus for the tree tour.
11.2. Dan Condon will be working on the honor tree program. There are about 12 honor trees for planting in Girsch Park.
12. Executive Director’s Report – Ken
12.1.Ken will ask Al Cavaletto to see if he can get a contact at COSTCO or Home Depot regarding a donation of an equipment storage shed.
12.2. Ken’s authorization to work on trees within the City of Goleta has been renewed.
12.3.Ken has a new intern who will be working on the vacant tree program.
13. Fundraising - Ken
13.1.GVB needs to authorize the pursuit of a 2004 CalReleaf Outreach Grant for $7,500. Ken wants to use the grant as a capacity grant to offset some of our mailing costs. The Board agreed that Ken should proceed to seek the grant.
13.2.The 2004 GVB Annual Banquet will be our 30th anniversary. Ken would like to invite all of the Neighborhood and Business awardees from the past 30 years to the banquet. A committee needs to be formed to work this issue.
13.3.Al Turnbull suggested that we need to start the meeting at 7:00 am extend the meeting to 8:30 am to give us more time to handle the agenda. Ken will poll the Board for preferences.

4. GVB News Tidbits
Intern/Community service opportunities - We will need several 30 to 40 hour per term interns to help Interns Akane Karasawa and Leslie Regan complete a vacant tree planting sites survey in the City of Goleta.
We also need help with preparing for our 30th anniversary celebration in May
2004 by preparing displays of past GVB award winners. We could also
use a person with a digital camera to develop a digital notebook of our present
and proposed tree planting sites. We are also looking for a 30 hour
project to clean and repair several hundred used Treegators during the rainy
winter months. Call 252-1952 for information.
Tree Planting Requests - In the City of Goleta, send your requests to the Community Development Department, 6500 Hollister Ave Suite 120, Goleta CA 93117.City of Goleta tree planting projects will be limited to the number of trees that the Design Review Board will be able to accommodate in their quarterly review
cycle. We meet with the Design Review Board on February 3 and work wit individual homeowners so that we can start planting in March. In the unincorporated areas of the County, contact either the County Parks Department at 610 Mission Canyon Rd., SB 93105-2911 or the Public Works Department at 123 East Anapamu St., SB 93101. You can mention that you would like to work with GVB in planting trees in public areas. In the meantime, contact 252-1952 for information on Honor/Memorial Trees in public areas.

5. Scholarships available fo Young Tree Workshop -on Friday, February 27, from 8 AM to 4 PM
Goleta Valley Beautiful, along with the Central Coast Chapter of the California
Urban Forest Council is co-sponsoring a workshop on young Trees-Overcoming Urban Challenges. The workshop will be held on Friday, February 27 from
8 AM to 4 PM at the Goleta Union School District Board Room, 401 North Fairview
Avenue. the workshop will be similar to a workshop previously conducted
in Folsom by Brian Kempf, who will be the principal speaker at the Goleta workshop. This course has been approved for six CEU credits.
The agenda includes presentations on 'Establishing Young Trees in a Downtown Area', 'Choosing Quality Tree Stock', 'The Value of Using
Native Trees', 'Proper planting of Young Trees with an onsite demonstration',
'Pruning young trees for structure and form', 'Structural Soil for New Construction',
'Irrigation choices', and 'The Pros and Cons of Root Barriers'.
The early registration cost of the workshop is $105 for non
California Urban Forests Council members and $85 for members, with an additional $20 charge after Feb 22. Goleta Valley Beautiful successfully applied
for a Network Exchange Grant from California ReLeaf that will allow nine scholarships for admission to the workshop. Eligible agencies include California ReLeaf Member agencies and potentially emerging urban forest agencies. Only one
scholarship will be allocated per agency.

The request should include the name, address, phone, e-mail and agency of the applicant (please do not include the registration form). Please also identify
if the agency is a California ReLeaf and/or a California Urban Forests Council
Member. The first nine eligible applicants will be selected on a first
come first serve basis. If more than 9 applicants, priority will be given to
agencies with budgets under $250,000 and/or one or less paid staff. The
selected scholarship applicants will then be required to submit a CaUFC registration form to CaUFC. CaUFC will not accept registrations without payment or a scholarship award notice. 6. Event results/kudos
Mid State Bank and Trust Foundation Grant - The Mid Sate Bank and Trust Foundation awarded a grant of $1000 to GVB for our work with youth organizations, particularly our ongoing relationship with the Los Prietos Boys Camp/Tri-Counties Boot Camp. Thanks to the Foundation for their continuing support.
Goleta Council Approves Interim General Plan Policies- Despite GVB testimony,
The Goleta City Council did not approve any of the interim urban forest policies
(See January Newsletter for a review of the proposed policies). The Council
did approve a policy of protecting oak trees, but the administration of these
policies is still unclear. GVB is still advocating that the City adopt
a tree protection program as part of the land development process. GVB also addressed several projects on the DRB calendar where standardized
tree protection programs have yet to be included the formal Design Review
process.
Tree Planting and Care during January - Robert Danduran's Jan 10 Eagle project at the Devereux campus resulted in the planting of 44 trees with the help of 28 Troop 105 volunteers who contributed 131 service hours. Also on hand was John Nickels and 6 Los Prietos Boys Camp crew who contributed another 24 service hours.
On January 18, GVB coordinated with 10 members of the Optimists and the UCSB
Excursion Club to conduct a pruning workshop and field work at the Optimist
Grove in Lake Los Carneros Park. Despite 25 service hours of work, we'll
be back there in February to do some more work.
On January 21, GVB teamed up with ;Bruce Byers, Gary Gray and 18
Kiwanians to plant 21 trees at the Goleta Valley South Little League and at
the Page Youth Center. Also on hand was Dan Hernandez and 10 Los
Prietos Boys Camp crew who contributed 40 service hours. Thanks to the
Goleta, Santa Barbara and Suburban Kiwanians who contributed $700 to help
install and fix the drip irrigations systems in support of the trees.
On January 31, John Nickels and 7 Los Prietos Boys Camp crew contributed 21
hours in planting 3 Geijeras at the Logan residence at 655 Edgewood, and
with the help of Water King Frank Cassidy, planted 2 Coast Live Oaks in the
Rhodes Open Space. Later in the afternoon, GVB member Harry Hagen and
daughter Amanda planted 3 Growing Solutions-grown Coast Live Oaks at University Open Space for a total of 5 service hours.
The Fire Department and Girsh Park plantings that were rained out in January
are rescheduled to February.
Median Tree Trimmings Over 50 of the median trees along Hollister and Storke in front of Camino Real Marketplace are being trimmed by GVB Arborist Ken Knight in appreciation for all the support GVB has received from the Marketplace over the years.
We found willows Thanks to Sarah Kitson and the Bamboo Pipeline for finding
10 Australian willows (Geijera parviflora), although at more than twice what
we normally pay. We have 7 left that are scheduled for planting on Baxter
and Rosemead Streets in March. None other on the horizon.
Stagecoach signs GVB Board members Thom Myall and Doug Winters rescued
downed Stagecoach sign Number 18 from the intersection of San Marcos and Cathedral Oaks. It is being repaired by Benton signs and should be back in action
later in the month. See our website for a complete list of all the Stagecoach
sign locations.
More hardworking GVB Board members - Cherie Welsh helped us make copies of
our membership brochure and informational fliers, Phebe Mansur contributed
the design for the membership brochure and printed 2004 GVB Membership Cards
(available upon request or the next time we see you), Ross Harris also helped
with copies of the membership brochure, Alan Cavaletto helps keep our truck
running, Sam is everywhere. These are a few of the dedicated Board members
that make GVB work.
The shirts are in As an urban forestry organization, we try not to use
terms like backlog, but Tri-Valley Trophies provided us with a new supply of
GVB polo shirts to handle the recent inflow of new members. If we owe
you one and we missed you, please give us a call.

7. Water Kings and Queens -Fortunately it is still damp enough to not require supplemental watering. Now is a good time to check around the root collar
and remove any excess dirt around the trunk, along with any ivy, grass or other
competition for the trees roots. Also be sure there is no water ponding
around any trees.

3.Presidents Report Sam
3.1.Sam reviewed the proceedings of the January Executive Board meetings from the minutes provided by Doug. Please review the minutes of those meetings for content. The next Executive Board meeting will be held at MidState Bank on January 12 at 11:00 am.
3.2.Ken presented the new membership card that will be issued to all GVB members.
3.3.Sam acknowledged Phebe's work on the membership brochure.
3.4.Sam has made a tentative agreement with the Holiday Inn to host our next Annual Banquet on May 15th. He stressed that we need to move forward with our efforts to identify gifts for the silent auction. Volunteers are needed to contact businesses for gifts. Ken will prepare a letter to go out to the businesses. Ken feels we should target about 100 businesses. Sam will follow up making individual contacts.
3.5.The Advisory Council will meet on March 24 at the Edison Company conference room. Doug commented that last years meeting was less than productive. Ken will prepare a letter that will go out to the Advisory Council members by February 24 th. Ken called for recommendations from the Board for those who should sit on the Council.
3.6.Ken presented the Business Plan update. He stressed that the Plan provides a framework for the budget. The Plan is a general guide to our operations. Please see the Plan for details. The important changes are found on the last two pages with the action steps.
3.6.1.Each Board member should plan to attend one class per year to enhance their education on nonprofit Boards. The Nonprofit Support Center, which has moved to Goleta, is a good source for education.
3.6.2.We are trying to increase GVB membership to 350 this year and 500 thereafter so that we can be self sustaining.
3.6.3.We need a business office.
3.6.4.We desire to plant 400 trees this fiscal year.
3.6.5.Support the City of Goleta in their effort to get Tree City USA award.
3.7.The Board moved and adopted the Business Plan as written.
3.8.Sam announced the Marborg has agreed to indefinitely provide a storage container rent-free for GVB.
3.9.Ken reported that he has submitted the 2004 Capacity Grant $7,500.
3.10.Larry Crandell has agreed to MC the Award Banquet.
4.Treasury Report -Tami
4.1.Tami distributed the Deposit Sheet and the Check Record by e-mail prior to the meeting. There were no questions from the Board.
4.2.Tami presented the budget plan for fiscal year 03/04. Projected income is $101,257 and projected expenses are $106,610, which gives GVB a shortfall of $5,353. GVB is looking for (4) $1000 individual donors. Board member Al Turnbull generously offered to give GVB $1000 to help reduce the shortfall.
4.3.Ken pointed out that many of our grants are reimbursable in that GVB must first spend the funds before receiving the actual funds from the grant. This delay can be 1 to 2 months in duration. GVB will have to borrow the funds, which will result in interest charges. Ken has budgeted $300 to cover interest charges.
4.4.The budget plan was approved as presented by the Board.
5.Membership - Kathy, Phebe
5.1. Kathy reported that GVB currently has 255 members. There are 117 people who we are awaiting a response to our mailing. These people will be contacted by phone. Kathy asked for direction concerning what to do with past members who are not responding to us. She pointed out that repeated mailings are costing money. Sam's suggestion is that if they have not responded after being contacted once or twice, they should be dropped from the membership rolls. Ken suggested that they taken off the donor list and added to the supporting list, which is contacted once a year. Some of these people participated in the Heritage Tree Tour but were not interested in active membership. The final decision is to remove them from our list of active donors as of March 1 st if they have not responded.
5.2.Ross provided 1000 black & white membership fliers printed on a beige background.
5.3.Cherie Welsh provided color copies of the membership fliers for special distribution.
5.4.Phebe provided the membership cards.
6. Neighborhood Committee Ross
6.1.Ross reported that Steve Ozab of Goleta Valley Paint provided Neighborhood nomination for February on Trocha Way.
7. Business Committee - Janet
7.1. The February awardee is First Virtual, located at 6500 Hollister, for landscape renovation. This building was formerly the Circon building.
7.2. In March she is considering a building under renovation on Robin Hill Rd.
