1.2.Sam introduced new guest Jim Downing.
1.3.Merlyn announce that he brought some lemon crates for anyone who might have not received one previously.

2.Secretary's Report - Doug
2.1.Doug mentioned that January was a busy month with three meetings, one Board meeting and two Executive Board meetings. There were no questions or corrections and the minutes were approved as written by the Board.

3.Presidents Report Sam
3.1.Sam reviewed the proceedings of the January Executive Board meetings from the minutes provided by Doug. Please review the minutes of those meetings for content.  The next Executive Board meeting will be held at MidState Bank on January 12 at 11:00 am.
3.2.Ken presented the new membership card that will be issued to all GVB members.
3.3.Sam acknowledged Phebe's work on the membership brochure.
3.4.Sam has made a tentative agreement with the Holiday Inn to host our next Annual Banquet on May 15th. He stressed that we need to move forward with our efforts to identify gifts for the silent auction. Volunteers are needed to contact businesses for gifts. Ken will prepare a letter to go out to the businesses.  Ken feels we should target about 100 businesses.  Sam will follow up making individual contacts.
3.5.The Advisory Council will meet on March 24 at the Edison Company conference room. Doug commented that last years meeting was less than productive. Ken will prepare a letter that will go out to the Advisory Council members by February 24 th. Ken called for recommendations from the Board for those who should sit on the Council.
3.6.Ken presented the Business Plan update. He stressed that the Plan provides a framework for the budget. The Plan is a general guide to our operations. Please see the Plan for details. The important changes are found on the last two pages with the action steps.
3.6.1.Each Board member should plan to attend one class per year to enhance their education on nonprofit Boards. The Nonprofit Support Center, which has moved to Goleta, is a good source for education.
3.6.2.We are trying to increase GVB membership to 350 this year and 500 thereafter so that we can be self sustaining.
3.6.3.We need a business office.
3.6.4.We desire to plant 400 trees this fiscal year.
3.6.5.Support the City of Goleta in their effort to get Tree City USA award.
3.7.The Board moved and adopted the Business Plan as written.
3.8.Sam announced the Marborg has agreed to indefinitely provide a storage container rent-free for GVB.
3.9.Ken reported that he has submitted the 2004 Capacity Grant $7,500.
3.10.Larry Crandell has agreed to MC the Award Banquet.

4.Treasury Report -Tami
4.1.Tami distributed the Deposit Sheet and the Check Record by e-mail prior to the meeting.  There were no questions from the Board.
4.2.Tami presented the budget plan for fiscal year 03/04.  Projected income is $101,257 and projected expenses are $106,610, which gives GVB a shortfall of $5,353.  GVB is looking for (4) $1000 individual donors.  Board member Al Turnbull generously offered to give GVB $1000 to help reduce the shortfall.
4.3.Ken pointed out that many of our grants are reimbursable in that GVB must first spend the funds before receiving the actual funds from the grant.  This delay can be 1 to 2 months in duration.  GVB will have to borrow the funds, which will result in interest charges.  Ken has budgeted $300 to cover interest charges.
4.4.The budget plan was approved as presented by the Board.

5.Membership - Kathy, Phebe
5.1. Kathy reported that GVB currently has 255 members.  There are 117 people who we are awaiting a response to our mailing.  These people will be contacted by phone.  Kathy asked for direction concerning what to do with past members who are not responding to us. She pointed out that repeated mailings are costing money. Sam's suggestion is that if they have not responded after being contacted once or twice, they should be dropped from the membership rolls. Ken suggested that they taken off the donor list and added to the supporting list, which is contacted once a year.  Some of these people participated in the Heritage Tree Tour but were not interested in active membership. The final decision is to remove them from our list of active donors as of March 1 st if they have not responded.
5.2.Ross provided 1000 black & white membership fliers printed on a beige background.
5.3.Cherie Welsh provided color copies of the membership fliers for special distribution.
5.4.Phebe provided the membership cards.

6. Neighborhood Committee Ross
6.1.Ross reported that Steve Ozab of Goleta Valley Paint provided Neighborhood nomination for February on Trocha Way.

7. Business Committee - Janet
7.1. The February awardee is First Virtual, located at 6500 Hollister, for landscape renovation. This building was formerly the Circon building.
7.2. In March she is considering a building under renovation on Robin Hill Rd.
7.3.Ken asked both Janet and Ross to provide some suggestions for presentation media for the Annual Award Banquet.
7.4. Ken will provide a nomination form to Sylvia Redding for inclusion in the Goleta Valley Chamber of Commerce News-Letter.

8. Education Committee Ken for Al and Cherie
8.1. Ken reported that Al has contacted San Marcos HS for a presentation for Arbor Day.
8.2. Ken reported that Bonnie has been doing some work with Beautify Dos Pueblos. Hopefully we will be making a presentation there.
8.3. The Young Tree Workshop will be held on February 27 th , from 8 -4. GVB will do the catering for the event.

9. Government - Ken
9.1. Doug has asked to be relieved of the chairmanship of the Government Committee. Sam asked if anyone was interested in assuming the chairmanship.
9.2.Ken reported that GVB is trying to have our tree protection policies incorporated into the General Plan for the City.  The City did approve a policy to protect all oaks. Ken pointed out to them that a blanket protection of all oaks is a bad idea in that it will promote destruction by homeowners.  The City said they would deal with that problem at the administration stage.
9.3. Ken attended a Design Review Board (DRB) meeting concerning the Joslyn building renovation plan.  He is concerned that there is no ordinance requiring protection of existing trees as evidenced by the Fairview Shopping Center renovation project.

10. Website Report- Thom
10.1.Thom reported that we are looking at developing the capability for people to join GVB online through the website.

11. Urban Forestry Committee-Thom and Alan
11.1.GVB will be contacting the residents, starting on Coronado and Santa Barbara Shores, as to the type of trees available for planting in their parking providing they are willing to maintain them. The City limits GVB to planting 25 trees per quarter.
11.2. Dan Condon has reported that the honor tree program is moving along well with 12 Chinese Pistach trees scheduled to be planted in Girsch Park.

12. Executive Director Report- Ken
12.1. Ken is proposing a grant program from the City for a Day of Caring. This program involves a clean up program on a 10 ft strip of road along South side of Calle Real and the 101 freeway.  The area will be cleaned on the first day and 40 trees planted on the second day.  Sam concurred that it was a good idea and Ken should proceed.

12.2. The largest project ever for GVB could happen on July 9 th with 400 Mormon teenagers who are coming to attend a convention and need a public service project. Ken is looking at the possibility of having these young people plant 150 trees over a 2-hour period in the Turnpike Subdivision.  This would be a Proposition 12 project. Ken will need to build neighborhood support for the project.

13. Fundraising - Ken
13.1. Fundraising was covered throughout the meeting under other topics.

Sam adjourned the Board Meeting at 8:04 am.

5. Event results/kudos

Young Tree Workshop - Ninety-two people attended our Feb 27 Young Tree Workshop cosponsored with the Central Coast Chapter of the California Urban Forest Council and with a grant from the California ReLeaf Network. This was the first time in almost a decade that a tree training event of this magnitude has been staged in this area. Brian Kempf presented a different view of selecting and pruning young trees as a result of his experience with planting over 20,000 trees. Don Hartley of Growing Solutions presented an overview of native trees that work well in the urban landscape. And other speakers enlighten the audience with discussions of structural soil, irrigation techniques and root deflection products. The program would not have been possible without the joint efforts of many GVB Board and Committee members, especially Janet Gripp, Bonnie Freeman, Sam Alfano, Thom Myall, and Jim Downing.

Arbor Day Resolutions-The Goleta City Council approved the 2004 Arbor Day resolution on March 1, and the Board of Supervisors will address the unincorporated area resolution on March 9. Thanks to California ReLeaf for a letter writing campaign to local officials stressing the importance of ;Arbor Day. This resolution will keep the City and County eligible for 2004 Tree City/County USA status. We should hear soon about the 2003 Tree City USA applications.

Tree Planting and Care during February - On February 7, John Nickols and 9 Los Prietos Boys Academy crew joined GVB volunteers John Davis and Prospero in planting seven Chinese Pistache and one Southern Live Oak Honor Trees at Girsh Park for a total of 44 service hours. On February 13, John Nickols and nine boys returned to plant 3 more Honor Trees at Girsh Park, and installed Honor Plaques on each of the trees for 36 service hours. February 21 was our most challenging day, when John Nickols and nine boys braved intermittent light showers to plant six Coast Live Oaks at the Fire Department Headquarters for 36 service hours. This task was more difficult because we also installed chicken wire in the wet ground around the tree holes to guard against gophers eating the tree roots. Later the afternoon of February 21, Dan Condon and Ken Knight led a group of 4 GVB volunteers in pruning 20 trees at the Optimist Grove for 14 service hours. During the Young tree workshop on Feb 27, we planted one Western Redbud on the School Administration Building grounds for 1 service hour. Finally on February 28, John and none boys planted 10 Olive trees on the Devereux Campus. for 36 service hours

Honor Trees - The reason we planted the Chinese Pistache so close to the existing London Planetrees at Girsh Park is that Girsh officials are planning to remove the London Planetrees.  London Planetrees generally don't do well in this area, despite horticultural texts which claim they work well here. Certificates will be delivered to Honor Tree recipients within the next week or so.

More volunteers Ross Grayson contributed 2 hours of community service on Feb 22 cleaning and replacing pruning sheers and saw blades.  Ken Knight spoke at the SB Town and Country Women's Club on Feb 19, after which they became GVB Donor members

Media Support - Thanks to our friends in the media for the articles and promotions in the Beacon, Valley Voice, NewsPress and Independent.

6. Water Kings and Queens. -

March was an abnormally dry month. If you have had new trees planted since September, don't wait for the distribution of Treegators in late April or early May to start watering. New trees can use about 20-30 gallons of water at a slow, deep watering rate every two weeks. You may need to create a temporary soil watering berm one to two feet away from the truck and encircling your tree. If the weather continue to be dry, GVB may push up the date for distribution of Treegators.

    8. Top Ten Things You Can Do to Help Trees in Goleta Valley (based on GVB observations)

  1. Deep water trees in the dry season May through October. Irrigation water should not touch the tree trunk
  2. Keep the root collar clear of soil and remove any planter boxes with soil covering the root collar
  3. Remove grass, plants within 2 feet of trunk. Mulch up to 4" deep but do not allow mulch to touch trunk
  4. Remove any ivy on tree trunks or branches.
  5. Don't top a shade tree. Contact a Certified arborist or GVB for pruning suggestions.
  6. Remove concrete paving in parkway-use permeable paving for walkways and native plants under 18"
  7. Report dead/hazardous public trees to City/County for removal and replacement
  8. For parkways, choose only trees from City/County authorized lists. Don't plant yourself without a permit
  9. Contact GVB to consider alternatives to public tree removal for uplifted sidewalks
  10. Consider fertilization/spraying program if recommended by Certified Arborist

Upper State Street Ficus Trees Saved  -
Kudos to all those involved in the decisions to save the Ficus trees on upper State Street.  We are particularly pleased to see Goleta residents adding their voices to the editorial pages in the Santa Barbara News Press, along with Dan Condon's commentary.  While GVB does not promote planting new Ficus trees in parkways, we applaud the efforts to save healthy urban trees and make accommodations for them, such as flexible sidewalks. We urge City of Goleta and Santa Barbara County tree and sidewalk maintenance staff to invest in the book "Reducing Infrastructure Damage By Tree Roots: A Compendium of Strategies" by L. R. Costello and K. S. Jones, a 2003 publication by the Western Chapter of the International Society of Arboriculture. GVB has the book available for loan.

April was another abnormally dry month with some really scorching weather at the end.  We'll begin rolling out Treegator (portable tree irrigators) installation beginning May 1 and continuing throughout the month.  Volunteers needed to help-call 252-1952!  If you have had new trees planted by GVB in the past year and a half and your tree is not watered by an irrigation system, we'll be delivering a Treegator to you.  Please begin filling it immediately and refill it once a week.  NOTE: Treegators should be place on a short bed of mulch (no mulch touching the tree trunk) to avoid the holes on the bag from clogging up.  If your Treegator doesn't empty within ten hours, or if you develop a hole in the bag so that the water runs off the rootball, contact us at 252-1952 If we don't get to you within the first week of May, you may need to create a temporary soil watering berm one to two feet away from the trunk and encircling your tree, and deep water your tree with a slow trickling hose .
