Board Members Present: Sam Alfano, Phebe Mansur, Doug Winter, Merlyn Cummings, Laura Funkhouser, Dan Condon, Dave Fainer, Scott Bull, Alan Caveletto, Thom Myall, and Ken Knight.
10 Call to order – Sam
11 Sam called the meeting to order at 7:00 am at the Pacifica Suites.
12 Sam introduced Scott Bull as a new Board Member. Scott is Grant Manager at UCSB. Welcome to GVB, Scott.
13 Sam reported that Dan Condon is moving to Michigan and is resigning from the Board immediately. Dan will support the GVB Heritage Tour in June.
20 Secretary’s Report - Doug
21 The March minutes were approved as written by the Board.
22 Doug announced that on the night of April 12 he and his wife are flying to Bonaire on vacation. Doug and Ann will return to Santa Barbara sometime on April 21.
30 Presidents Report – Sam
31 Sam announced a new award category – Goleta Ugly award. This turned out to be Sam’s “April Fool” joke.
32 Ken asked if the Board was reading the “Board Café” newsletter online. He emphasized that the newsletter is a good source for self development.
33 Sam set a time for the Awards Committee to meet on Saturday, April 9 to select awardees. The Committee, consisting of: Doug, Sam, Merlyn, Bonnie, Marc, and Lori, will meet at IHOP at 7:30 am for breakfast.
331 Ken asked Thom if he could identify a candidate for the Firescape award.
332 Ken would like Bonnie to identify a candidate for the Sustainable Development award.
333 Ken asked Sam if he could identify a candidate for the Commercial Orchard category.
334 Ken has asked, in the newsletter, for award suggestions from the GVB membership.
335 Dave suggested that the Rancho Goleta Mobil Home Park be considered for the Homeowners Association Common Area award.
34 Doug reviewed the Advisory Council comments which were distributed to the Board with the release of the March minutes. Sam and Ken reported on progress concerning issues raised by the Advisory Council.
341 Sam reported that Ken had asked Betty Rossness to contact the Sheriff concerning the need for better support for GVB regarding graffiti. The Sheriff responded with a letter indicating that he is very interested in getting back into the graffiti program. Ken explained that what is wanted is increased gang monitoring to reduce the incidence of graffiti.
342 Ida Rickborn gave a presentation to the City Council concerning the need to forward their effort to gain Tree City USA status.
343 Harriett Philips gave a presentation to the County Board of Supervisors concerning the need to forward their effort to gain Tree City USA status.
40 Treasury Report –Ken for Tami
41 Tami distributed her reports by email prior to the meeting.
42 Ken said that we are about $1,300 under budget for membership income.
43 GVB still needs three, $1,000 benefactor donors and a $5,000 grant for the recent truck maintenance.
44 GVB needs to submit an application for a grant from the Santa Barbara Foundation.
45 Ken emphasized that GVB has many reimbursable grants where we have spent the money but have yet to be reimbursed. Due to this cash flow problem, GVB is now borrowing from its cash reserves.
46 On the expense side, GVB planted 52 trees last month in Isla Vista.
47 So far there has been no interest in our offer to sell annual ad space on the side of the truck at $1,000 per ad.
48 Ken said that GVB needs a capital reserve fund for truck maintenance.
50 Membership – Ken for Lori
51 Ken reported that GVB is approaching 300 members.
52 Ken said that the silent auction donors are considered as donor members. There are about 150 donor members from last year that have not chosen to donate goods or services for the silent auction. In April, Ken will send out an email to this group thanking them for their past contribution but informing them that their donor membership has lapsed.
53 Merlyn called all of the new, first time members. Merlyn reported that they were surprised and pleased in receiving a phone call.

61 The Storke Plaza will be the April recipient.
70 Neighborhood Committee – Ken for Bonnie
71 The April recipient is the home of Vicky Collins and Bill Ringer at 5371 Adana.
72 Awardees from April 2004 thru present are eligible for consideration for an award.
80 Annual Banquet - Ken
81 Phebe indicated that she needs seven days notice prior to mailing the notices to the awardees.
82 Ken proposed that a new fee structure be initiated for the banquet. In the past the fee was $35 for everyone. Ken proposed that nonmembers could be charged $45 and members would be charged $35. About 50% of the attendees are nonmembers.
821 Laura offered that if a nonmember decided to join GVB at the banquet, $10 should be refunded.
822 Doug expressed a feeling that awardees should be able to come for free. Ken countered that GVB would have to subsidize about $350 to do this.
823 The Board voted to set the nonmember fee at $45 which would also include a one year membership in GVB. The concept of free admittance for awardees was decided against.
90 Education Committee – Ken for Bonnie
91 On Saturday, April 16th the PTA for Goleta Valley Junior High School (GVJRHS) will be planting 29 trees.
92 On Wednesday, April 20th 11 trees will be planted by the students of GVJRHS.
93 On Saturday, April 23rd the Elwood PTA will be planting 30 trees.
94 On April 29th, National Arbor Day, Doug’s Star Pine will be planted at Kellogg.
100 Government – Ken
101 Ken said that they are looking for ideas for landscaping in conjunction with the Goleta Train Station renovation.
102 The Street Tree Subcommittee indicated that the City is requiring a go slow pace in the planting of street trees due to the lack of a general plan for direction. Ken said that we can not complete the Prop 12 grant for the City in the time allowed due to this slow pace. The City is aware of this problem.
110 Web Site – Thom Monthly hits have doubled from 200 to 400. Thom does not know cause of the increased interest.
120 Urban Forestry – Ken
121 Ken has had a paper accepted at the Urban Forest Conference for November. The topic is working with the disabled at Deveraugh and how that relates to urban forestry.
130 Executive Directors Report – Ken
131 Ken has released an updated grant index to the Board.
132 There is diversity training available for the Board in May.
140 New Items and Board Comments Sam
141 Sam has been a member of the Board for 15 years, 10 of which as President of GVB. Sam will resign the Presidency on July 1st and resign from the Board July 1st. Sam offered Laura’s name as a well qualified candidate to assume the position of President on July 1st. Sam motioned that the Board approve Laura for the position of President. Doug seconded the motion. The Board approved Laura for the position of President effective July 1, 2005. Congratulations Laura! Sam offered to be the GVB historian and to work special projects.
142 Ken mentioned that we need to meet next month and nominate the officers for the coming year.
143 Dave brought up from the Advisory Council notes the question: “How can we make Ken’s workload more manageable”. Dave would like this topic placed on next months agenda for discussion. Ken mentioned that his email response workload is very heavy and he could use help here.

3. GVB News Tidbits
- New Business Benefactor Advertising Opportunities - Water seeped into the transmission of our one-ton truck during the recent rains and caused transmission failure. In order to recoup some of the $4300 unbudgeted repair cost, the Executive Committee has authorized a new category of $1000 Business Benefactor members, limited to 5 per year. Each Business Benefactor will receive a 4' x4' advertising space on the side of the GVB truck. Each advertising space will be put in place for one year. Signs of paint, tape or magnets will be the responsibility of the advertiser. To reserve a location, call 252-1952.
- Arbor Day Presentations - GVB Certified Arborist Ken Knight will be making school presentations at Isla Vista and Kellogg Schools in April after completing presentations at Mountain View, La Patera and Kellogg in March. The presentations this year integrate tree information into the elementary school curriculum requirements, particularly in life sciences. The content of each presentation will be modified to suit the needs of the audience. To reserve a presentation time, call 252-1952
- Annual membership due- Thanks to a number of membership renewals in March that is pushing our donor membership total to near 300. Non-renewing donor members will receive an e-mail in April stating that their names will be deleted from the donor membership roles.

- GVB Board member changes - We bid a fond adieu to Board Member Dan Condon, who is moving to Michigan with his family to enjoy their new home. Dan says he'll be back to regale us one last time for the Fourth Annual Goleta Valley Heritage Tree Tour on June 26. Joining the Board is Scott Bull, Grants Manager for the Shoreline Preservation Fund, one of our sponsors. Scott is still getting used to our meetings being at 7 am rather than 7 pm. Welcome aboard!
- Neighborhood Cleanups - No report for March yet, check back next month. Judy and her group do projects on the second and fourth Saturdays of the month. GVB will sponsor cleanups with your neighborhood groups at your request, just call 252-1952
- GVB Advisory Council- The March 16 meeting of the Advisory Council provided the vigorous exchange of ideas that help us keep on our toes. A specific result of this years meeting were letters signed by the Advisory Council and delivered to the Goleta City Council by Ida Rickborn on March 21 and by Harriett Phillips to the County Board of Supervisors on March 22. The letters supported continuing efforts to attain/sustain Tree City USA status, which is a nationally recognized award that demonstrates a minimum level of support for public tree management programs. The City letter thanked the City for meeting two of the four criteria, and recommended the City place efforts in improving its tree ordinances and establishing a formal tree advisory board to enforce the tree ordinances. The County letter lauded the county on reaching Tree County status, and suggested that GVB volunteers are willing to provide input to the County's Tree Advisory Board, which is composed of the Board of Supervisors. Thanks to all who attended and to Southern California Edison for their meeting room.
- Devereux Greenhouse Update Despite a rainy month, Devereux clients are working hard to fill up the 500 15 gallon containers outside the greenhouse with transplanted trees grown inside the Greenhouse. The first transplants have been California Buckeyes, Coast Live Oaks, Torrey Pines and Valley Oaks. The American Forests National Conference has invited us to make a presentation of our project at their National Convention in Charlotte, North Carolina November 16 and 17. We're seeking funding to send a representative.
- Shoreline Preservation Fund Update With the term drawing to a close, several of the more active volunteers have graduated. We are looking for more volunteers and particularly an intern or two who would like to learn the ropes of urban forestry and what it takes to run a nonprofit. Some reimbursable expenses, and it looks great on the resume. Call 252-1952
5. Water Kings and Queens. - Still no watering necessary. Please check that mulch at the base of the tree is not touching the bark of the trunk. It may have floated there during recent rains. Also check for erosion of soil and replace around roots but not above the root crown. Please report any insect, disease or damage problems to GVB at 252-1952. Now is the time to weed while the soil is still moist and the roots will come out easy.

Thanks this month to tree volunteers Bob Lugo and the Devereux crews, Dan Hernandez and Los Prietos Boys Camp, UCSB Project leader Heather Moine and Hermanos Unidos, Goleta Valley Junior High Project Coordinator Maureen Kincannon, Ellwood Elementary School Project Coordinator Jeff Haight, UCSB Circle K Club, Bonnie Freeman and Beautify Dos Pueblos Coordinator Robin Cederloff, and to the hundreds of hours of student and staff volunteer assistance from Dos Pueblos High, Goleta Valley Junior High, Ellwood and Kellogg Elementary School students, particularly Thomas Donati and our hard working 61st hour volunteer Dylan Griffin. This was one of our busiest and most productive months on record!
- Neighborhood Cleanups -On April 9, Don and Judy Nason picked up about 2 orange bags worth of trash in 3 man-hours along Cathedral Oaks from Santa Margurita to Glen Annie and Calle Real from Fairview to La Patera. On April 16, 23 and 30, they collected in about 6 man hours about 5 1/2 orange bags worth of trash on Cathedral Oaks from Carlo to Glen Annie, North Los Carneros, some of Calle Real and today South Kellogg from South of the Toyota dealership to where Kellogg turns (the trashiest roadside they've ever cleaned up in the Goleta area!). Judy and her group do projects on the second and fourth Saturdays of the month. GVB will sponsor cleanups with your neighborhood groups at your request, just call 252-1952
- Devereux Greenhouse Update Devereux clients have filled the 500 15 gallon containers outside the greenhouse with soil and we have now begun transplanting the shoots that have been growing in perlite since November. The first shoot transplants have been Western Sycamores and Cottonwoods. We'll be transplanting all during the month of May and we could use your help on Monday, Wednesday or Friday from 8:30 to eleven.
- Shoreline Preservation Fund Update We are now searching for homeowners in western Isla vista to accept trees on their property, whether in county right-of-way or not. We are still looking for more tree planting and maintenance volunteers. Call 252-1952
5. Water Kings and Queens. - The late April rains should be sufficient to keep your new trees watered until GVB Completes portable tree irrigator (Treegator) installation in late May. Please remove weeds and grass but do not remove mulch at the base of the tree and check that mulch is not touching the bark of the trunk. Please do not use any herbicides such as Round-Up near the base of the tree. Also check for erosion of soil and replace around roots but not above the root crown. Please report any insect, disease or damage problems to GVB at 252-1952.

7. Goleta Valley Beautiful Announces 2005 Annual Awards, President Retires
The awards will be presented at the 31st Annual Goleta Valley Beautiful Awards Banquet and Silent Auction on Saturday May 14 from 6 to 9 pm at the Goleta Holiday Inn. Master of Ceremonies will be David Edelman of Cox Communications. The winners include the following categories;

“I’m pleased to see such a fine selection of awardees in a wide variety of categories”, said retiring Goleta Valley Beautiful President Sam S. Alfano in a recent press release. Mr. Alfano is retiring in July from the President’s role that he has held since 1992. “There has been a great advancement in landscaping and design standards since I became President 13 years ago. The Goleta Valley has seen great physical improvements as a result of cooperative efforts with schools, local governments and non-profit organizations, improved anti-litter programs, and our grants program to improve our urban forest.” Mr. Alfano will continue in Goleta Valley Beautiful as President Emeritus and Historian.
The Banquet will also include a tribute to the retiring leader, along with a recognition of the monthly residential and commercial award winners, and presentations of Honor Trees to Retiring Goleta Valley Beautiful Board Member Dan Condon, to the County Parks Department –South County Operations and Maintenance as they transition from their role as stewards of the City of Goleta Parks, to the Santa Barbara Elks Lodge 613 SR 154 Clean Up Crew, and to the Home Depot Foundation for their support of the Devereux Greenhouse Program. The Golden Shovel Award for the Goleta Valley Beautiful Volunteer of the Year will be presented to Bonnie Freeman. Presidential Recognition Certificates will be given to Judy and Don Nason for their continuing clean-up projects around the Goleta area, to the El Encanto Heights Block Captains for their 2004 Beautification Project, Growing Solutions Restoration Institute for their ongoing partnership with GVB , and the Devereux Institute for their partnership with GVB on the Greenhouse Project

11 Sam called the meeting to order at 7:00 am at the Pacifica Suites.
12 Sam acknowledged Al Turnbull for his appearance in the KCET WWll presentation which included Al’s experience on the USS Bunkerhill during a kamikaze attack.

31 Banquet and Silent Auction.
311 Phebe is producing the Program handout. She needs the following information on or before May 9th: foundation grants listing, benefactors, business level sponsors, and silent auction sponsors
312. Lori emphasized the importance of the Board Members promoting attendance of the banquet for the success of the silent auction. Lori announced that this year there were 72 donors with a potential value of $6,253. The 2004 auction had 58 donors with a value of $5,057.
313 Ken said that we should target for 120 attendees. As a minimum GVB should clear $3,000 from the silent auction.
314 Sam reported that we can not use the Holiday Inn meeting room for our rehearsal on Friday night, May 13. The rehearsal was scheduled for Thursday night, May 12th at 7:00 pm.
315 Each Board Member will be responsible to an award presentation. The Board Member will contact the awardee to determine if they are going to attend the banquet and to develop any special information. The presentations should begin by 7:30 and end by 9:00 pm. The assignments were as follows:

4 Treasury Report – Tami
41 Tami distributed her reports by email prior to the meeting.
42 Tami reported that our revenues are $8,000 below budget.
43 There is about $4,000 in un-reimbursed expenses.
44 Ken reported that if GVB made about $3,000 from the silent auction, we would still be about $8,000 to $9,000 short of the annual budget which ends July 31st. About $4,400 of that is an unbudgeted truck repair. GVB has not identified three, $1,000 donors as budgeted.
5 Membership – Ken for Lori
51 Ken has contacted the non-renewing donor/members to thank them for their past participation and to inform that they are being dropped from the list. Out of 50 emails that went out, six folks decided to renew.
52 Ken has a list of about 1,000 potential donors which he needs help contacting.
6 Business Committee –Marc
61 Neither the May or June awardees have been identified due to Marc’s deep involvement in the silent auction.
62 Sam suggested that if suitable candidates for either the Business Award or the Residential Award can be identified, it should be acceptable to “skip a month”. The Board concurred.
63 Ken mentioned that our contract with the Valley Voice is about complete. Ken says that they could give us exposure on a community service basis based upon space available.
7 Neighborhood Committee – Bonnie
71 The May recipient is the home of Carol and John Widmer at 1070 Colleen Way.
72 The June recipient is the home of Jeff and Karen Thompson at 458 Merida.
8 Education Committee – Al
81 Orchard Supply and the Santa Barbara University Optimist Club will donate a storage shed, valued around $900, to Isla Vista School in June. This shed will be used to store garden tools for the school garden.
82 Ken is working with the Goleta Union School District to develop a long range tree planting plan for each of the schools. Ken is finding 30 to 40 potential tree planting sites at each school. The long term plan should be completed in about 2 months.
83 Ken spoke at Dos Pueblos Earth Day, on April 27, about volunteerism and GVB.
9 Government – Ken
91 At the Goleta Planning Commission meeting, Cynthia Brock and Margaret O’Connell argued for getting items into the General Plan in support of Urban Forestry. Staff was directed to move forward with it. There was no opposition from the other three Council Members. This followed Ken’s presentation of a letter stating the General Plan did not deal with the Urban Forrest.
92 Ken received unofficial notification that GVB will receive a $25,000 grant from the National Urban and Community Forestry Advisory Council for identifying trees as capital assets. Official notification will come from the Secretary of Agriculture. The City of Goleta will be used as a test case to show general plans provide the information identifying trees as capital assets. The City of Sacramento will also be used as a test case. This grant will provide funding in the next fiscal year.
10 Web Site – Thom Monthly hits have doubled from 200 to 400. Thom found out that his links to the City were providing the additional activity. The Business Awards are realizing the greatest activity.
11 Urban Forestry – Ken
111 Ken reported that GVB planted 106 trees which is the greatest monthly number since February 2002. The Leaf It To Us projects at Goleta Valley Junior High School and Elwood School were the main contributors.
112 The June projects will be relatively limited as Ken will have knee surgery on June 6. He should be out of circulation for 3 to 4 weeks.
12 Executive Directors Report – Ken
121 GVB liability insurance cost will increase from about $1,100 to about $2,500 per year. This increase is due to GVB membership growth.
122 There is a new project in Winchester Canyon. The City of Goleta has given GVB $250 to cover mailing costs to the residents to poll them for their position on the project. View corridors along Cathedral Oaks are an issue with some of the residents.
123 GVB was not successful in developing a grant for Prop 12. GVB hoped to plant 150 trees in Girsh Park. The State disqualified the project as Girsh Park is not publicly owned. With the loss of the Girsh Park site, GVB was unable to offer enough sites to qualify for Prop 12 funding.
13 New Items and Board Comments Sam
131 Sam has called the Board Members and found that everyone was agreeable to continue in their assignments. Sam asked if everyone was agreeable. There were no objections.
132 We need to develop a silent auction item for the Heritage Tree Tour. Thom said that the tour is scheduled for June 26. The donated bus will depart the “Witness Tree” at noon and proceed as follows: San Marcos Growers, Stowe House, Stowe Park and other sites. The cost is $30 per person.
133 Marc Bradley informed the Board that he has decided to resign his position as a Board Member. He will be available for selected projects. His hard work and wonderful sense of humor will be missed.
Sam adjourned the meeting at 8:05.
Eva Turnenchalk from the Sustainability Project provided a short presentation to the Board following the regular meeting. She stressed that the project was about reimaging the Goleta Valley and asked the question, “How can we apply sustainability to the Valley?” On May 21 a workshop will be held.

- GVB receives $2500 Wells Fargo grant - These funds will be restricted for use in maintaining the historical signs marking the route of the old Stagecoach that used to run from Santa Barbara through Goleta Valley and over the pass to Los Olivos. Some of the larger, more intricate signs cost as much as $500 each.

- Devereux Greenhouse Update Devereux clients have completed the transfer of all trees from inside the greenhouse to the growing area next door. We're getting the drip irrigation system in place with plenty of room for expansion. If you would like to donate container grown trees that you think might be suitable for street or park plantings, give us a call at 252-1952

- 31st Annual Banquet and Silent Auction - The largest crowd ever (143) attended our annual banquet and silent auction and helped us raise close to $5,000 for GVB projects. Dave Edelman was a superb and conscientious host, Assemblyman Pedro Nava and Supervisor Rose's representatives brought resolutions, and Goleta Councilmember's Margaret Connell and Cynthia Brock accepted awards. Through a concerted effort of past and present GVB Board members, and silent auction chairs Marc Bradley and Lori Roper, the evening was a great success. Please patronize all our Silent Auction sponsors listed on our website.
5. Please remove weeds and grass but do not remove mulch at the base of the tree and check that mulch is not touching the bark of the trunk. Please do not use any herbicides such as Round-Up near the base of the tree- the newer varieties are strong enough to kill the tree!. Please report any insect, disease or tree damage problems to GVB at 252-1952. Also let us know if you think you need a Treegator. We'll deliver one at no charge and we'll pick it up in the Fall when it is no longer need for the year. Generally, if your tree has been planted for less than 2 years, or if you do not have an irrigation system in place, you probably need one.
