Housing Program
Mission
DBCAA’s Housing Program’s mission is to provide affordable, safe, and decent housing for eligible residents of Clay, Jackson, Laurel, and Rockcastle Counties. In fulfilling this mission, we offer a variety of housing options including affordable rental housing; weatherization, repair, and rehabilitation of existing housing; and affordable new homes for persons with low- and very low-incomes.
Services
DBCAA offers comprehensive homeownership services for low-income families in our service area. We not only arrange for and manage the construction of our homes, but also finance them, developing unique financing options which make our homes affordable for low-income families. The cost of each new home or home repair is subsidized based on the borrower’s income. Interest rates vary from 1-6% and monthly house payments, taxes, and insurance will not exceed 29% of a family’s monthly income.
DBCAA homes are well made, reasonably sized, and energy-efficient, all of which allow our clients to remain successful homeowners. We offer a variety of house plans, most of which range from 900 to 1300 sq. ft. in size. Besides having a choice of house plans, families are also able to choose carpet and countertop color, as well as, linoleum, siding, and lighting fixtures.
In addition, we also provide support services such as mandatory homeownership, budget, and credit counseling to our clients. DBCAA currently has 8 Kentucky Housing Corporation Certified Counselors on staff. Many of our clients have struggled or are still struggling with credit problems and/or excessive debt. Our housing counselors work with clients to improve their credit so that they will qualify for homeownership. Our staff remains committed to working with families as long as it takes to prepare them for homeownership, if the family is committed to resolving unacceptable credit issues.
Qualifying Requirements
- Must be low-income (with an income below 80% area median)
- Must not exceed HUD income guidelines for family size
- Must have sufficient income to take care of payment, taxes, and insurance
- Must be willing (if needed) to participate in clearing up prior credit problems
