I have been following a water rate case closely for the last year, including attending hearings before the AZ Corp Comm. The new Chairman of that Commission, Kristin Mayes, has demonstrated a clear bias in favor of water conservation. That bias includes eliminating the use of ground water on golf courses (like Talking Rock's 18 hole sponge). So I might be a little less forceful than saying "no constraints" on using ground water outside the Prescott AMA. Abuses, such as that by Talking Rock, will redound to our benefit in the form of greater restraints on the frivolous use of ground water.
