Shelter Plus Care is a program of the L.A. County Community Development Commission/L.A. Housing Authority. The program provides Tenant-Based Rental Assistance (TRA) to make permanent housing affordable for recovering men and women who would otherwise be at risk for homelessness. The Housing Authority partners with SCADP which delivers the counseling and case management component of Shelter Plus Care to prevent recidivism for homelessness and substance abuse. This is a five-year program, with nearly 200 permanent housing units available for SCADP participants who have completed a primary treatment program within our agency. Note: Only adults are counted by the Housing Authority as clients, however the vast majority of our permanent housing participants have children who live with them in Shelter Plus Care housing.
