Reverend Gerald D. Kalb, Pastor of the Painesville United Methodist Church, conceived CHR Partners. Rev. Kalb wanted to aid the housing needs of families and senior citizens living near his hometown in Northeastern Ohio. In the early 1990's, the initial development project transformed an abandoned 83 year old homestead adjacent to the local high school into housing for low and moderate-income senior citizens. CHR Partners (formerly known as Northeast Ohio Housing Advocates) helped purchase the 4.5 acre site from a testamentary trust, secured zoning, multimillion dollar financing, construction, and provided supportive services to residents of the 104 unit senior living complex.

From its earliest days, CHR Partners worked to ensure that households would not be defined by their finances, race, religious beliefs, national origin, gender, physical or emotional ability, age, family status, or other circumstances. CHR Partners remains committed to providing housing development, services and opportunities for needy individuals and families throughout the United States. Rev. Kalb is nationally recognized as a leading housing advocate. He continues to support CHR Partners as a vibrant member of the Board of Directors.
