Joseph was in the throes of a mental health crisis, possibly induced by drugs. Police were called because the family was having trouble controlling him. When police arrived, Joseph was partially clothed and, according to his family, terrified. Police used pepper spray and Taser before handcuffing him. As soon as he was cuffed, he became unresponsive and he died on the scene. His family is devastated. Joseph was artistic and dreamed of becoming a pharmaceutical technician. He was 21 years old.
