When police arrived to intervene in an argument between Mr. Burns and his significant other, they handcuffed Mr. Burns, put him face down on his bed and used a flashlight to choke him and break his neck. He was dead within 6 minutes of arrival of the police. He was killed in the presence of his significant other and four children. There are many irregularities that give the appearance of a cover-up by police and city officials.
