  Faith Based Substance Abuse Rehabilitation
Project Information 

Communism has been lifted from these people but alcoholism and other substance abuse addictions hold many back from thriving in their new-found freedom.

Project Summary : To demonstrate the merits of a faith-based approach to substance abuse recovery where it was formerly prohibited and the medical-only model has failed.
 
Project Needs & Beneficiaries:  Alcoholism is an immense problem in this former Soviet republic and treatment by the medical model has failed. Some faith-based programs in the heartland of the Kazakh culture have caught the attention of local officials for their remarkable success in substance abuse rehabilitation.  We would study these programs to share best practices data with other rehabilitation programs in Kazakhstan and Central Asia
 
Proposed Activities: Using reports from successful programs and by onsite visits to interview staff and clients, we would assemble data and arrange it to distill the common factors contributing to positive outcomes in the rehabilitation process. These will be contrasted to the medical methods used currently and formerly in this and other Central Asian and former Soviet republics.

Projected or Desired Long-term Impact: To provide information on best practices in successful drug and alcohol rehabilitation to Kazakhstan and other Central Asian and former Soviet republics. Other small grants would be utilized to encourage the replication of successful programs elsewhere in the region.

Project Leader/Contact BioMichael Coen is a Licensed Professional Counselor with over 30 years experience in professional as well as faith based counseling including substance abuse evaluation and treatment. He has extensive experience in Kazakhstan and Central Asia through his volunteer work with Sister Cities International.Various projects have been successfully completed in 9 exchanges since 1999 between Kyzylorda, Kazakhstan and Arvada, Colorado under his direction.
 
Project Leader Awards and Honors: The Arvada Sister Cities programs have been awarded three small grants, have been featured at international conferences and have been chosen as model projects by the Department of State Bureau of Educational and Cultural Affairs, Sister Cities International and the International City/County Management Association.

1)    Curt Chanda, Field Director of SHARE International   
 
SHARE International has been under the direction of Mr. Curt Chanda since 1995 and has provided humanitarian aid, educational support, medical relief and technical assistance to the city of Kyzylorda and more currently to the republic at large. They provide grants for teachers and students to study in the U.S. and have provided educators and humanitarian workers from the U.S. to the Republic of Kazakhstan for short exchanges and for long term placement.  He also has relationship to an alcohol and drug abuse recovery program in Kyzylorda.
 

2)     Ken Urban, Kazakhstan Representative of Youth With a Mission

Ken has supported micro-enterprise and light industrial economic development opportunities in Kazakhstan for nearly 10 years. He continues to support volunteers in short and long term commitments to assist the village people in becoming financially self-sustaining.  He also has cultivated relationship with a faith-based substance abuse treatment program in the Almaty region.

Budget Provisions for the Four Phases of the Project

 1)  $1350 - Identification of Metropolitan and Rural programs

            We will gather data on the current operation of alcohol and substance abuse rehabilitation in the metropolitan area and surrounding rural villages and in the smaller city of Kyzylorda in central Kazakhstan. The number of residents, length of typical treatment and kinds of treatment modalities and such information will be necessary to the design of the study. Both faith-based and medical-only models will be solicited for participation in this research project. Key personnel will be committed to the completion of this project for one year. Funds in this phase will be used for staff time and materials for communications and for setting up the research model.

 2)  $2850 - Data Collection by Distance

            Each treatment program will provide one research assistant who may also serve already in other capacities, such as group facilitator. A common spreadsheet will be used across all languages and facilities for consistency in data collection and recording. These can be emailed to the project director for data analysis in an efficient manner, conserving time and financial expense. Funds in this phase will be used for extra duties by the research assistants and staff and materials for communications.

 3)  $9750 - Data Collection Onsite

            Actual onsite observation and interviews will validate and personalize the statistical reports. Some subjective data will be gathered only by site visits.

This level of relationship between participating programs and with the sponsoring organization is important to the sustainable benefits of the projects findings as best practices are shared, adopted by others and tested. While travel and per diem expenses are a large component of this project, such exchanges promote the most long-lasting goodwill and ongoing relationship possibilities for international relationship.   Funds in this phase will be used for travel and per diem expense for the project directors and staff for communications. Site visits will be conducted in the pre-test and post-test phases of the research project, Phases One and Four.

 4)  $1050 - Sustainable Collaboration of Successful Programs

            Some funds will be provided for ongoing cross-training and sharing of best practices. It is our vision that the most effective programs in substance abuse rehabilitation will be shared broadly, not only in Kazakhstan but in the Central Asian region at large. Many of these neighboring nations share common cultural and political histories that give them a natural relationship as they emerge as free and independent republics. Funds in this phase will cover the costs of staff and materials for communication between the participating programs and between these programs and the project directors.

:   Our previous exchanges with the people of Kyzylorda in particular ensure that we can succeed in this study and bring about real change and help address these problems of substance abuse.

Organization's Programs
: Since 1999, we have conducted  9 international exchanges featuring a variety of educational, cultural and economic development projects.  Our first project involved drug and alcohol refusal skills training for school in Kyzylorda and a dialog with psychologists wishing to know about successful treatment programs for alcoholism. We have provided the FEMA Citizen Emergency Response Teams program to professionals and citizens there and more recently have facilitated the shipment of a million dollars worth of medical supplies and equipment to this region of Kazahstan.
