Colin C. Carriere, Esquire


Mr. Carriere was raised in New Orleans, Louisiana. He was one of ten children, with six brothers and three sisters. He attended both public and parochial school, graduating from St. Augustine High School in New Orleans.

In 1974, he graduated from Le Moyne College in Syracuse, New York, receiving a Bachelors of Science degree in Accounting, with a minor in Philosophy. In 1977, he received his Juris Doctorate degree in Law from Creighton University in Omaha, Nebraska.

Mr. Carriere is a member of various state bar associations, including the District of Columbia, Pennsylvania, Louisiana, and Nebraska (inactive), and federal bars including the United States Supreme Court, the United States Courts of Appeals, the Temporary Emergency Court of Appeals, and the United States District courts for the District of Columbia and the Eastern District of Pennsylvania.

He presently serves as Counsel to the Inspector General for the National Railroad Passenger Corporation (Amtrak). In addition, he served as Trial Attorney with the United States Department of Justice, Environmental Enforcement Section; Senior Trial Attorney with the United States Department of Energy, Office of Special Counsel; Assistant Corporation Counsel, Civil Division, for the District of Columbia; and an attorney with Community Legal Services in Philadelphia, Pennsylvania. In addition, he served as legal counsel to the Special Investigations Committee of the United States Senate, investigating Indian Affairs.

He has experience with and has worked in various aspects of law, including civil, criminal, and administrative litigation, investigations, labor, contracts, healthcare, domestic relations, energy, and environmental enforcement. He has also taught various courses in the Paralegal Program at the University of Maryland, University College in College Park, Maryland.

Mr. Carriere served as a volunteer in various programs related to prisoner rights and authored articles with respect to prisoner rights while in college and law school. He has also authored articles with respect to prisoners and prison environments: e.g., The Dilemma of Individual Violence in Prisons, 6 New England Journal on Prison Law, Vol 2 (Summer 1980).

Mr. Carriere is married and has two children, and resides in Accokeek, Maryland.
